RELATING TO HEALTH AND SAFETY -- CATASTROPHIC HEALTH INSURANCE PLAN

ACT

     Introduced By: Senators Ciccone, DiPalma, Lombardi, Goodwin, and Ruggerio

It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 42-62 of the General Laws entitled "Catastrophic Health Insurance

Plan Act" is hereby amended by adding thereto the following section:

     42-62-29. Alternative plans to be offered. – Of the qualified program and health

insurance plans offered through the Rhode Island health benefits exchange, three (3) such plans

1-5

shall have procedures to permit individuals to opt out of abortion services. If it is determined that

1-6

the cost of said plans may result in savings, such savings may be reimbursed to the individual as a

1-7

refund or dividend. For purposes of this section, the term "abortion" shall have the same meaning

1-8

as set forth in chapter 23-4.7 ("Informed Consent for Abortion").

     SECTION 2. This act shall take effect upon passage.

BY THE LEGISLATIVE COUNCIL

     This act would require that for every health insurance plan offered through the Rhode

Island health benefits exchange to offer three (3) plans that have procedures to permit individuals

to opt out of abortion services. Any savings would be reimbursed to the individual as a refund or

dividend.

     This act would take effect upon passage.
