It is enacted by the General Assembly as follows: | |
|

     SECTION 1. Chapter 23-27.3 of the General Laws entitled "State Building Code" is |
|

hereby amended by adding thereto the following section: |
|

     23-27.3-108.2.4. Municipal advisory council on statewide permitting. -- (a) There is |
|
1-4 |
created and established a "municipal advisory council on statewide permitting," hereinafter |
|
1-5 |
referred to as the "council." |
|
1-6 |
     (b) The advisory council shall be composed of one representative designated by each city |
|
1-7 |
or town council in the state. The membership shall receive no compensation for their services. |
|
1-8 |
The advisory council may request, through the building commissioner, with the assistance of the |
|
1-9 |
office of the state fire marshal, and the office of management and budget, any clerical and |
|
1-10 |
technical assistance it may deem necessary to accomplish its purpose. |
|
1-11 |
     (c) The purpose of the advisory council shall be to develop specific and comprehensive |
|
1-12 |
recommendations as may be necessary to establish a statewide process for electronic plan review, |
|
1-13 |
permit management, and inspection as required under subdivisions 23-27.3-108.2(c)(2) and (3) |
|
1-14 |
and to encourage full participation in such a statewide process from every city and town in the |
|
1-15 |
state of Rhode Island. |
|
1-16 |
     (d) In furtherance of the purpose described in subsection (c), the council shall, beginning |
|
1-17 |
July 1, 2013, and at every three (3) month interval thereafter until the establishment of a statewide |
|
1-18 |
process as required under subdivisions 23-27.3-108.2(c)(2) and (3) is completed, provide a report |
|
1-19 |
to the governor, the general assembly, and the building commissioner listing the number of cities |
|
1-20 |
and towns participating in the statewide process, the number of cities and towns not yet |
|
2-1 |
participating, the stated reasons from each city and town for its nonparticipation, and the council's |
|
2-2 |
recommendations for addressing these reasons and increasing participation in the statewide |
|
2-3 |
process. |

2-4 |
     SECTION 2. This act shall take effect upon passage. |

     This act would establish a municipal advisory council on statewide permitting which |

of the council would be to develop recommendations to establish a statewide process for |
|

electronic plan review, encourage full participation of each city and town in the state and then |
|
3-5 |
until a statewide process is established, review which towns and cities are participating and which |
|
3-6 |
are not every three (3) months. |
