It is enacted by the General Assembly as follows: | |
|

     SECTION 1. Section 42-90-1 of the General Laws in Chapter 42-90 entitled "Disclosure |
|
1-2 |
of Names of State Government Consultants" is hereby amended to read as follows: |
|
1-3 |
     42-90-1. Public disclosure required. -- (a) All departments, commissions, boards, |
|
1-4 |
councils, other agencies in the government of the state and quasi-public corporations shall prepare |
|
1-5 |
and submit to the secretary of state and post on their respective websites quarterly, no later than |
|
1-6 |
the first of January, April, July, and October, a list containing: |
|
1-7 |
      (1) The name of any person who performed legal, medical, accounting, engineering, or |
|
1-8 |
any other professional, technical or consultant service to the department, commission, board, |
|
1-9 |
council, agency or public corporation on a contractual basis during the previous quarter; and |
|
1-10 |
      (2) The amount of compensation received by each consultant during the previous |
|
1-11 |
quarter. |
|
1-12 |
      (b) All departments, commissions, boards, councils, other agencies in the government of |
|
1-13 |
the state and quasi-public corporations shall prepare and submit to the secretary of state and post |
|
1-14 |
on their respective websites on an annual basis no later than January 31 of each year a contracting |
|
1-15 |
report containing: |
|
1-16 |
      (1) Copies of all contracts or agreements by which a nongovernmental person or entity |
|
1-17 |
agrees with the department, commission, board, council, agency or public corporation to provide |
|
1-18 |
services, valued at one hundred thousand dollars ($100,000) or more, which are substantially |
|
1-19 |
similar to and in lieu of services heretofore provided, in whole or in part, by regular employees of |
|
1-20 |
the department, commission, board, council, agency or public corporation; and |
|
2-1 |
      (2) A budget analysis of each contract reported pursuant to this subsection containing the |
|
2-2 |
cost of each contract for the prior, current and next year; and the number of private contractor |
|
2-3 |
employees reflected as full-time equivalent positions with their hourly wage rate, and costs of |
|
2-4 |
benefits for each job classification for the current and previous year. |
|
2-5 |
      (c) The secretary of state shall compile, publish, and make available on its website for |
|
2-6 |
public inspection all lists and contracting reports prepared in accordance with this chapter. |

2-7 |
     SECTION 2. This act shall take effect upon passage. |
