RELATING TO MOTOR AND OTHER VEHICLES - REGISTRATION OF VEHICLES | |

It is enacted by the General Assembly as follows: | |
|

SECTION 1. Chapter 31-3 of the General Laws entitled "Registration of Vehicles" is |
|

hereby amended by adding thereto the following section: |
|

31-3-97. Special plate for home and hospice care of Rhode Island. – (a) The |
|
1-4 |
administrator of the division of motor vehicles is empowered to make available special motor |
|
1-5 |
vehicle registration plates for the not-for-profit entity Home and Hospice Care of Rhode Island. |
|
1-6 |
The plates shall be designed to reference Home and Hospice Care of Rhode Island. |
|
1-7 |
(b) The special plates shall be displayed upon the same registration number assigned to |
|
1-8 |
the vehicle for which it was issued, and shall be used in place of and in the same manner as the |
|
1-9 |
registration plates issued to the vehicle. The original registration plates for the vehicle shall be |
|
1-10 |
removed from the vehicle and returned to the division of motor vehicles. The registration |
|
1-11 |
certificate for the plates shall be carried in the vehicle, in accordance with section 31-3-9. The |
|
1-12 |
registration certificate shall be in effect for the special plate. |
|
1-13 |
(c) The Home and Hospice Care of Rhode Island motor vehicle plates shall be the same |
|
1-14 |
size as regular motor vehicle plates, and shall be designed by the Home and Hospice Care of |
|
1-15 |
Rhode Island in conjunction with the division of motor vehicles, and with final approval from the |
|
1-16 |
Rhode Island state police. |
|
1-17 |
(d) The Home and Hospice Care of Rhode Island plates shall be subject to a minimum |
|
1-18 |
prepaid order of at least nine hundred (900) sets of passenger plates per plate type (i.e. passenger, |
|
1-19 |
commercial, etc). The Home and Hospice Care of Rhode Island plates shall not be issued unless |
|
1-20 |
the minimum order(s) requirements are met. The initial order will be handled by the Home and |
|

Hospice Care of Rhode Island, and shall not be submitted to the division of motor vehicles for |
|
2-2 |
production until the minimum order(s) has been met, and the proper paperwork submitted to the |
|
2-3 |
division. |
|
2-4 |
(e) The administrator of the division of motor vehicles shall develop prepayment |
|
2-5 |
procedures and any other procedures deemed necessary to carry out the purposes of this section. |
|
2-6 |
(f) In addition to the regular prescribed motor vehicle registration fees, the Home and |
|
2-7 |
Hospice Care of Rhode Island plates shall be subject to a forty dollar ($40.00) issuance surcharge. |
|
2-8 |
(g) The forty dollar ($40.00) issuance surcharge shall be allocated as follows: |
|
2-9 |
Twenty dollars ($20.00) shall be allocated to the general fund, and the remaining twenty |
|
2-10 |
dollars ($20.00) shall be distributed annually to the Home and Hospice Care of Rhode Island in |
|
2-11 |
furtherance of their mission to provide compassionate and skilled care to those who are seriously |
|
2-12 |
ill in the state of Rhode Island. |
|
2-13 |
(h) The Home and Hospice Care of Rhode Island will be required to submit an annual |
|
2-14 |
accounting report before such monies are distributed. |
|
2-15 |
(i) In consideration of the receipt of funds from the registration of the Home and Hospice |
|
2-16 |
Care of Rhode Island, the organization must use any Rhode Island sourced funds in and for the |
|
2-17 |
benefit of the state of Rhode Island. |
|
2-18 |
(j) There shall be no refunds for early cancellation of the Home and Hospice Care of |
|
2-19 |
Rhode Island plates. |
|
2-20 |
SECTION 2. This act shall take effect upon passage. |
