RELATING TO STATE AFFAIRS AND GOVERNMENT

It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 42-62 of the General Laws entitled "Catastrophic Health Insurance

Plan Act" is hereby amended by adding thereto the following section:

     42-62-13.2. Insurance rates tied to the consumer price index. -- Notwithstanding any

provisions of the general laws to the contrary, any increase in rates proposed to be charged by an

1-5

insurer licensed to provide health insurance in the state shall be no greater than the percentage

1-6

increase in the Consumer Price Index for all Urban Consumers (CPI-U) as published by the

1-7

United States Department of Labor Bureau of Labor Statistics determined as of September 30 of

1-8

the prior calendar year.

     SECTION 2. This act shall take effect upon passage.

     This act would provide that any rate increase with respect to health insurance plans shall
