It is enacted by the General Assembly as follows: | |
|

SECTION 1. Chapter 31-3 of the General Laws entitled "Registration of Vehicles" is |
|

hereby amended by adding thereto the following section: |
|

31-3-94. Special plate for Choose Life. -- (a) The administrator of the division of motor |
|
1-4 |
vehicles is empowered to make available Choose Life Rhode Island special motor vehicle |
|
1-5 |
registration plates for passenger vehicles based upon the not-for-profit entity, the Knights of |
|
1-6 |
Columbus of Rhode Island for any motor vehicle eligible for registration as an automobile or |
|
1-7 |
commercial vehicle having a gross weight of ten thousand pounds (10,000 lbs.), or less. |
|
1-8 |
(b) The special plate shall be displayed upon the same registration number assigned to the |
|
1-9 |
vehicle for which it was issued and shall be used in place of and in the same manner as the |
|
1-10 |
registration plates issued to the vehicle. The original registration plates for the vehicle shall be |
|
1-11 |
removed from the vehicle and the registration certificate for the plates shall be carried in the |
|
1-12 |
vehicle, in accordance with section 31-3-9. The administrator is hereby authorized to enter into |
|
1-13 |
agreements for the use of the Choose Life kids logos and the Choose Life Rhode Island |
|
1-14 |
registration plates. |
|
1-15 |
(c) The Choose Life motor vehicle plates shall be the same size as regular motor vehicle |
|
1-16 |
plates and shall be designed by the Knights of Columbus Choose Life committee in conjunction |
|
1-17 |
with the division of motor vehicles, with the design approved by the Rhode Island state police. |
|
1-18 |
(d) The Choose Life plates shall be subject to a minimum pre-paid order of at least nine |
|
1-19 |
hundred (900) plates. Choose Life plates shall not be issued unless the minimum order |
|
1-20 |
requirements are met. |
|

(e) The administrator of motor vehicles shall develop application forms, prepayment |
|
2-2 |
procedures and any other procedures deemed necessary to carry out the purposes of this section. |
|
2-3 |
(f) In addition to the regular prescribed motor vehicle registration fee, Choose Life Rhode |
|
2-4 |
Island plates shall be subject to a forty dollar ($40.00) issuance surcharge. |
|
2-5 |
(g) The forty dollar ($40.00) issuance surcharge shall be allocated as follows: twenty |
|
2-6 |
dollars ($20.00) shall be allocated to the general fund and the remaining twenty dollars ($20.00) |
|
2-7 |
shall be distributed annually to the Knights of Columbus Choose Life account in furtherance of |
|
2-8 |
one of their missions of assisting pregnant women and their unborn and newborn infants via non- |
|
2-9 |
government funded programs that provide free services that promote and support the alternative |
|
2-10 |
choices of infant adoption and Rhode Island's Safe Haven (general laws 23-13.1 -- 23-13.1-5). A |
|
2-11 |
ten dollar ($10.00) surcharge for subsequent registration renewals shall be allocated to the |
|
2-12 |
Knights of Columbus Choose Life account. |
|
2-13 |
(h) In consideration of the receipt of funds from the registration of Choose Life Rhode |
|
2-14 |
Island plates, the Knights of Columbus must use any Rhode Island sourced funds in and for the |
|
2-15 |
benefit of Rhode Island residents. |
|
2-16 |
(i) The Knights of Columbus will be required to submit an annual accounting report of |
|
2-17 |
the previous year's distributions before additional Choose Life Rhode Island plate monies are |
|
2-18 |
distributed. |
|
2-19 |
(j) There shall be no refunds for early cancellation of Choose Life Rhode Island plates. |
|
2-20 |
SECTION 2. This act shall take effect upon passage. |
