RELATING TO GENERAL ASSEMBLY - ORGANIZATION OF GENERAL ASSEMBLY

     Introduced By: Senators Hodgson, E O`Neill, Lombardi, Ottiano, and Raptakis

It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 22-11 of the General Laws entitled "Joint Committee on

Legislative Services" is hereby amended by adding thereto the following section:

     22-11-7. Record of committee proceedings. -- Each chamber of the legislature shall

keep, for a period of three (3) years, an audio or video recording of debate and testimony

1-5

occurring in committee and shall place the recording on the general assembly's website within

1-6

twenty-four (24) hours of the debate and hearing. For purposes of this section "committee"

1-7

includes standing committees, select committees, and joint committees that are established by law

1-8

or by the rules of the respective chamber.

     SECTION 2. This act shall take effect on January 1, 2014.

EXPLANATION

BY THE LEGISLATIVE COUNCIL

RELATING TO GENERAL ASSEMBLY - ORGANIZATION OF GENERAL ASSEMBLY

     This act would require both chambers of the general assembly to keep for a period of

three (3) years, an audio or video recording on the general assembly's website within twenty-four

2-3

(24) hours of the debate and testimony occurring in committees established by the rules of the

2-4

respective chamber.

     This act would take effect on January 1, 2014.
