CONGRATULATING AND APPLAUDING BARBARA E. MENOCHE FOR HER | |
OUTSTANDING SERVICE TEACHING AND COUNSELING YOUNG PEOPLE | |

     WHEREAS, Barbara Menoche, a retired teacher and certified Professional School |

Counselor, has inspired her students to envision their possibilities and helped them to adjust to the |
1-3 |
school environment and expectations. She has given them confidence in themselves and their |
1-4 |
abilities, which has resulted in higher class achievement and an overall positive school |
1-5 |
atmosphere; and |
1-6 |
     WHEREAS, For her outstanding efforts and dedication to her students and excellence in |
1-7 |
education, Ms. Menoche has been honored with the legislative volunteer counselor of the year |
1-8 |
Apple Award; and |
1-9 |
     WHEREAS, After earning her Bachelor’s degree at Worcester State College, Ms. |
1-10 |
Menoche began her career in education teaching first graders in the Exeter, New Hampshire, |
1-11 |
school district. She was also a home tutor for a number of years and upon earning her Master’s |
1-12 |
degree in Counseling from Rhode Island College, she became a school counselor at Blessed Sac. |
1-13 |
School in Providence; and |
1-14 |
     WHEREAS, In 1998, Ms. Menoche became a Title I Counselor. In 2012, due to tight |
1-15 |
budgetary restraints, funding for the position was eliminated. In her own imitable and unselfish |
1-16 |
fashion, Ms. Menoche retired so that a less senior teacher would not be laid off, but she has |
1-17 |
continued to volunteer her counseling services ever since; and |
1-18 |
     WHEREAS, Ms. Menoche’s genuine love of teaching and innate ability to ameliorate her |
1-19 |
students’ concerns has not only helped hundreds of children to succeed, but has also earned her |
1-20 |
the praise and admiration of her peers. Her dedication and expertise have been tremendous assets |

to the entire school community; now, therefore be it |
2-2 |
     RESOLVED, That this House of Representatives of the State of Rhode Island and |
2-3 |
Providence Plantations hereby congratulates and applauds Barbara Menoche on receiving a 2013 |
2-4 |
Golden Apple Award. We furthermore wish her good health, fulfillment, and success in all her |
2-5 |
future endeavors; and be it further |
2-6 |
     RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
2-7 |
transmit a duly certified copy of this resolution to Barbara E. Menoche. |
