It is enacted by the General Assembly as follows: | |

SECTION 1. Chapter 28-44 of the General Laws entitled "Employment Security - |
|

Benefits" is hereby amended by adding thereto the following section: |
|

28-44-71. Report. – The department of labor and training ("the department") shall |
|
1-4 |
develop a report that presents options for adjusting and creating state unemployment insurance |
|
1-5 |
laws regarding employees, employers, and industries of a seasonal nature. The report shall |
|
1-6 |
include options for relevant definitions, including, but not limited to, "seasonal employees", |
|
1-7 |
"seasonal employers", "seasonal industries", and "operating period"; and shall examine legislation |
|
1-8 |
proposed and/or enacted in other states and incorporate the experiences of other states into the |
|
1-9 |
potential impact on Rhode Island. The department shall provide the governor and general |
|
1-10 |
assembly with alternatives to the current unemployment benefit structure related to seasonal |
|
1-11 |
employment that are in accordance with federal rules and guidelines and the corresponding |
|
1-12 |
impacts within the unemployment insurance program. The department shall provide the report to |
|
1-13 |
the governor, speaker of the house and senate president no later than December 1, 2013. |

SECTION 2. This act shall take effect upon passage. |
