HONORING CAPTAIN FRED GONSALVES ON THE OCCASION OF HIS RETIREMENT | |

     WHEREAS, Captain Fred Gonsalves began his career with the Newport Police |

Department as a Patrol Officer in the Uniform Patrol Division on December 5th of 1983. He |
1-3 |
subsequently served as a Field Training Officer, a member of the Special Response Team, an |
1-4 |
Honor Guard member, a Firearms Instructor, and as the first Community Oriented Police Officer |
1-5 |
in the state; and |
1-6 |
     WHEREAS, By consistently demonstrating integrity and outstanding leadership skills, |
1-7 |
Captain Gonsalves rose through the ranks. In 1995, he was appointed to Detective, serving in the |
1-8 |
Vice/Narcotics Unit. In 1997, he was promoted to Sergeant, where he served as a Patrol |
1-9 |
Supervisor, Special Response Team Supervisor, and Traffic Sergeant, and in 2004, he was again |
1-10 |
promoted, this time achieving the rank of Lieutenant, serving as the Patrol Watch Commander, an |
1-11 |
Internal Affairs Lieutenant, the Special Response Team Commander, and Acting Service Captain; |
1-12 |
and |
1-13 |
     WHEREAS, Ultimately, Captain Gonsalves was promoted to his current rank of Captain |
1-14 |
on May 5th of 2007. He has served as the Patrol Commander and Services Commander and as |
1-15 |
Acting Chief when the Chief was unavailable; and |
1-16 |
     WHEREAS, During his tenure with the department, Captain Gonsalves has continued his |
1-17 |
training and education. He holds a Master's degree from Salve Regina University, is certified as a |
1-18 |
Drug Abuse Resistance Education Officer and an Emergency Medical Technician, and has been a |
1-19 |
Women’s Self Defense Tactics Instructor and a Firearms Instructor; and |
2-20 |
     WHEREAS, Captain Gonsalves has amassed an inspiring record of untarnished |
2-21 |
excellence and accomplishment. He has earned numerous awards, citations, and honors, and is a |
2-22 |
member of a plethora of professional organizations; and |
2-23 |
     WHEREAS, In addition, Captain Gonsalves coordinated and managed the deployment |
2-24 |
for the Newport Tall Ships in 2007 and the Presidential visit of George Bush in 2007; and |
2-25 |
     WHEREAS, An officer and a gentleman, Captain Gonsalves has served and protected the |
2-26 |
people of the City of Newport for more than twenty-five years and he is eminently worthy of our |
2-27 |
emulation and acknowledgement; now, therefore be it |
2-28 |
     RESOLVED, That this House of Representatives of the State of Rhode Island and |
2-29 |
Providence Plantations hereby recognizes, honors, and thanks Captain Fred Gonsalves on the |
2-30 |
occasion of his retirement after more than 25 years of steadfast and unselfish service to the people |
2-31 |
of the City of Newport and the State of Rhode Island. We wish him good health, fulfillment, and |
2-32 |
continued success in all his future endeavors; and be it further |
2-33 |
     RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
2-34 |
transmit a duly certified copy of this resolution to Captain Fred Gonsalves. |
