HONORING BRUCE PAYTON FOR HIS MANY YEARS OF DEDICATED SERVICE TO | |
THE TOWN OF GLOCESTER | |

     WHEREAS, Mr. Bruce Payton has exemplified the true spirit of civil service and |

volunteerism by dedicating the past twenty-five years of his life to the betterment of the Town of |
1-3 |
Glocester; and |
1-4 |
     WHEREAS, Mr. Payton served as a Glocester Land Trust trustee from April of 1988 |
1-5 |
through January of 2006, as well as the Land Trust Chairman from January of 2006 to the present |
1-6 |
day; and |
1-7 |
     WHEREAS, In that capacity Mr. Payton led the Land Trust in the acquisition and |
1-8 |
management of over 2,500 acres of land, secured federal, state, and nonprofit grants, developed a |
1-9 |
26-acre wildlife habitat, expanded the town's open spaces program to encourage residents and |
1-10 |
visitors to engage in the use of this public land, and oversaw the design and layout of trails and |
1-11 |
timber management programs; and |
1-12 |
     WHEREAS, Mr. Payton served on the Conservation Commission as a member from |
1-13 |
January of 1988 to March of 1991, and then as chairman of the Commission from January of |
1-14 |
1993 to January of 2004. Mr. Payton actively shaped the development of Glocester's Recycling |
1-15 |
Program; and |
1-16 |
     WHEREAS, Mr. Payton faithfully served as the Deputy Tree Warden of Glocester from |
1-17 |
May of 1988 through January of 2003, where he worked on the development of 117 acres from |
1-18 |
the "Green Acres" property, utilizing best-practices of forest management to harvest timber. |
1-19 |
Proceeds from the sale of this timber were used to fund the preparation and construction of |
1-20 |
fitness/hiking trails and fitness stations throughout the land area; and |

     WHEREAS, Mr. Payton has dutifully served as the town's Tree Warden from January of |
2-2 |
2003 to the present, and has overseen the acquisition and administration of over $160,000 in tree |
2-3 |
planting and maintenance projects and also developed the town's "Tree Care" program, which |
2-4 |
assists in the drafting of ordinances that created and promoted the local Tree Board. Mr. Payton |
2-5 |
also has oversight of the "right-of-way" utility line clearing projects; and |
2-6 |
     WHEREAS, Mr. Payton has been a primary facilitator in gaining $3,192,158 in grant |
2-7 |
money over the course of his faithful years of volunteer service; now, therefore be it |
2-8 |
     RESOLVED, That this House of Representatives of the State of Rhode Island and |
2-9 |
Providence Plantations hereby formally congratulates and offers its sincerest gratitude to Mr. |
2-10 |
Bruce Payton for all of his years of hard work and dedication for the environmental wellbeing of |
2-11 |
the Town of Glocester and northwestern Rhode Island at-large; and be it further |
2-12 |
     RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
2-13 |
transmit a duly certified copy of this resolution to Mr. Bruce Payton. |
