     RESOLVED, That a special legislative commission be and the same is hereby created |
|

consisting of fourteen (14) members: three (3) of whom shall be from the House of |
|

Representatives, not more than two (2) from the same political party, to be appointed by the |
|
1-4 |
Speaker; three (3) of whom shall be from the Senate, not more than two (2) from the same |
|
1-5 |
political party, to be appointed by the Senate President; one of whom shall be a veteran |
|
1-6 |
representative, to be appointed by the Speaker; three (3) of whom shall be staff members of |
|
1-7 |
public institutions of higher education, specifically one from each of the Rhode Island state |
|
1-8 |
colleges and universities--URI, RIC, and CCRI--to be appointed by the chairperson of the Rhode |
|
1-9 |
Island Board of Governors for Higher Education; one of whom shall be a veterans' advocate from |
|
1-10 |
"Operation Vets," to be appointed by the Speaker; one of whom shall be a social worker to be |
|
1-11 |
appointed by the Senate President; one of whom shall be a representative from Providence, VA |
|
1-12 |
Medical Center to be appointed by the Speaker and one of whom shall be a representative from |
|
1-13 |
the Sargent Rehabilitation Center to be appointed by the Senate President. |

     In lieu of any appointment of a member of the legislature to a permanent advisory |
|
1-15 |
commission, a legislative study commission, or any commission created by a general assembly |
|
1-16 |
resolution, the appointing authority may appoint a member of the general public to serve in lieu |
|
1-17 |
of a legislator, provided that the Majority Leader or the Minority Leader of the political party |
|
1-18 |
which is entitled to the appointment consents to the appointment of the member of the general |
|
1-19 |
public. |
|
2-1 |
     The purpose of said commission shall be to make a comprehensive study of all aspects of |
|
2-2 |
the feasibility or possibility of establishing a location at the University of Rhode Island, Rhode |
|
2-3 |
Island College or the Community College of Rhode Island for Rhode Island veterans to go and |
|
2-4 |
get help with school work and/or post traumatic syndrome disorders. |
|
2-5 |
     Forthwith upon passage of this resolution, the members of the commission shall meet at |
|
2-6 |
the call of the Speaker of the House and organize and shall select from among the legislators a |
|
2-7 |
chairperson. Vacancies in said commission shall be filled in like manner as the original |
|
2-8 |
appointment. |
|
2-9 |
     The membership of said commission shall receive no compensation for their services. |
|
2-10 |
     All departments, boards, commissions, and agencies of the state shall furnish such advice |
|
2-11 |
and information, documentary and otherwise, to said commission and its agents as is deemed |
|
2-12 |
necessary or desirable by the commission to facilitate the purposes of this resolution. |
|
2-13 |
     The Speaker of the House is hereby authorized and directed to provide suitable quarters |
|
2-14 |
for said commission; and be it further |
|
2-15 |
     RESOLVED, That the commission shall report its findings and recommendations to the |
|
2-16 |
General Assembly on or before February 1, 2014, and said commission shall expire on May 1, |
|
2-17 |
2014. |
