RELATING TO MOTOR AND OTHER VEHICLES - REGISTRATION OF VEHICLES | |

It is enacted by the General Assembly as follows: | |

     SECTION 1. Chapter 31-3 of the General Laws entitled "Registration of Vehicles" is |

hereby amended by adding thereto the following section: |

     31-3-94. Special plate for the United States Olympic Committee. -- (a) The |
1-4 |
administrator of the division of motor vehicles is empowered to make available special motor |
1-5 |
vehicle registration plates for passenger vehicle based upon the not-for-profit entity, the United |
1-6 |
States Olympic Committee (USOC) for any motor vehicle eligible for registration as an |
1-7 |
automobile or commercial vehicle having a gross weight of ten thousand pounds (10,000 lbs.) or |
1-8 |
less. |

     (b) The special plate shall be displayed upon the same registration number assigned to the |
1-10 |
vehicle for which it was issued and shall be used in place of and in the same manner as the |
1-11 |
registration plates issued to the vehicle. The original registration plates for the vehicle shall be |
1-12 |
removed from the vehicle and the registration certificate for the plates shall be carried in the |
1-13 |
vehicle, in accordance with section 31-3-9. The registration certificate shall be in effect for the |
1-14 |
special plate. The administrator shall be authorized to retain newly issued plate numbers, at his or |
1-15 |
her discretion, for the purpose of conducting auctions of the right to use and display those |
1-16 |
numbers under such terms and conditions as the administrator may permit. |

     (c) Auction proceeds shall be apportioned and distributed for charitable purposes, in the |
1-18 |
discretion of the administrator, in accordance with such agreements as may be entered into with |
1-19 |
those entities holding ownership rights to the logos. The administrator is hereby authorized to |
1-20 |
enter into agreements for the use of logos on Rhode Island registration plates. |

     (d) The United States Olympic Committee (USOC) motor vehicle plates shall be the |
2-2 |
same size as regular motor vehicle plates and shall be designed in conjunction with the division of |
2-3 |
motor vehicles, with design approved by the Rhode Island State Police. |
2-4 |
     (e) United States Olympic Committee (USOC) plates shall be subject to a minimum |
2-5 |
prepaid order of at least nine hundred (900) plates. United States Olympic Committee (USOC) |
2-6 |
plates shall not be issued unless the minimum order requirements are met. The initial order will |
2-7 |
be handled by the United States Olympic Committee (USOC) and shall not be submitted to the |
2-8 |
division of motor vehicles for the production until the minimum order has been met and the |
2-9 |
proper paperwork submitted to the division. Subsequent United States Olympic Committee |
2-10 |
(USOC) plate orders will be handled by the division of motor vehicles. |
2-11 |
     (f) The administrator of motor vehicles shall develop application forms, prepayment |
2-12 |
procedures and any other procedures deemed necessary to carry out the purposes of this section. |
2-13 |
     (g) In addition to the regular prescribed motor vehicle registration fee, United States |
2-14 |
Olympic Committee (USOC) plates shall be subject to a forty dollar ($40.00) issuance surcharge. |
2-15 |
     (h) The forty dollar ($40.00) issuance surcharge shall be allocated as follows: twenty |
2-16 |
dollars ($20.00) shall be allocated to the general fund and the remaining twenty dollars ($20.00) |
2-17 |
shall be distributed annually to the United States Olympic Committee (USOC) in furtherance of |
2-18 |
their mission in assisting athletes in participation with the Olympic Games. |
2-19 |
     (i) A ten dollar ($10.00) surcharge for subsequent registration renewals shall be allocated |
2-20 |
to the United States Olympic Committee (USOC). |
2-21 |
     (j) The United States Olympic Committee (USOC) shall be required to submit an annual |
2-22 |
accounting report before monies are distributed. |
2-23 |
     (k) There shall be no refunds for early cancellation of United States Olympic Committee |
2-24 |
(USOC) plates. |
2-25 |
     SECTION 2. This act shall take effect upon passage. |
