It is enacted by the General Assembly as follows: | |
|
1-1 |
     SECTION 1. Chapter 42-148 of the General Laws entitled "Privatization of State |
|

Services" is hereby amended by adding thereto the following section: |
|
1-3 |
     42-148-10. Long-term private contractor employee(s). -- Notwithstanding any general |
|
1-4 |
or public laws to the contrary, any private contract or employee who has worked more than thirty- |
|
1-5 |
six (36) months whether or not consecutive, at a state department, performing services similar to |
|
1-6 |
or in substitution of work normally performed by state employees within that department, shall be |
|
1-7 |
automatically converted to a fully funded full-time equivalent position within that department as |
|
1-8 |
long as the salary and benefits to be paid to the converted employee are less than the price of a |
|
1-9 |
three (3) year average cost that the state had paid the private contractor for his or her services. |
|
1-10 |
     SECTION 2. This act shall take effect upon passage. |

     This act would enable a three (3) year private contractor employee, performing state |

employee work, to be automatically converted to a funded full-time equivalent position as long as |

it would be in the state’s financial interest. |
