It is enacted by the General Assembly as follows: | |

SECTION 1. Chapter 42-14.2 of the General Laws entitled "Department of Business |
|

Regulation - Automobile Wrecking and Salvage Yards" is hereby amended by adding thereto the |
|
1-3 |
following section: |
|

42-14.2-22. Dismantler plates. -- (a) Only a licensed salvage yard that obtains and |
|
1-5 |
displays a dismantler plate issued by the Rhode Island division of motor vehicles may move a |
|
1-6 |
motor vehicle upon the highways without the required registration solely to transport the motor |
|
1-7 |
vehicle: |
|
1-8 |
(1) From the place of purchase or legal acquisition to the established place of business of |
|
1-9 |
the licensed automobile dismantler; or |
|
1-10 |
(2) To the established place of business of a licensed crusher for disposal. |
|
1-11 |
(b) In addition to displaying the dismantler plate, all other license plates or permits |
|
1-12 |
already assigned and attached to the vehicle of the licensee must also be displayed. |
|
1-13 |
(c) Every licensee, upon receipt of a registration card issued by the Rhode Island |
|
1-14 |
department of motor vehicles for dismantler plates, shall maintain the registration card with the |
|
1-15 |
vehicle that is being utilized to transport the motor vehicle for dismantling or crushing. |
|
1-16 |
(d) The dismantler plate number must be set forth within any advertisement that solicits |
|
1-17 |
the purchase of any motor vehicle for dismantling or disposal. |
|
1-18 |
(e) No other entity other than a licensed salvage yard with a dismantler plate may acquire |
|
1-19 |
and/or transport to a crushing facility a salvage vehicle in this state. |

SECTION 2. This act shall take effect upon passage. |
