A N A C T

RELATING TO INSURANCE -- REIMBURSEMENT RATE DISCLOSURE

It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 27-18 of the General Laws entitled "Accident and Sickness

Insurance Policies" is hereby amended by adding thereto the following section:

     27-18-71. Disclosure of insurance reimbursement rates to hospitals. –

Notwithstanding any other chapter of this title, or chapter 62 of title 42, regulating the form,

1-5

content or provisions of accident and health insurance policies, health benefit plans, and Medicare

1-6

supplement insurance policies, all policies written pursuant to the provisions of this chapter shall

1-7

disclose the insurance reimbursement rate to hospitals in this state, including, but not limited to,

1-8

reimbursement for matters such as medical services and equipment.

     SECTION 2. Chapter 27-19 of the General Laws entitled "Nonprofit Hospital Service

1-10

Corporations" is hereby amended by adding thereto the following section:

     27-19-62. Disclosure of insurance reimbursement rates to hospitals. –

Notwithstanding any other chapter of this title, or chapter 62 of title 42, regulating the form,

1-13

content or provisions of accident and health insurance policies, health benefit plans, and Medicare

1-14

supplement insurance policies, all policies written pursuant to the provisions of this chapter shall

1-15

disclose the insurance reimbursement rate to hospitals in this state, including, but not limited to,

1-16

reimbursement for matters such as medical services and equipment.

     SECTION 3. Chapter 27-20 of the General Laws entitled "Nonprofit Medical Service

Corporations" is hereby amended by adding thereto the following section:

     27-20-57. Disclosure of insurance reimbursement rates to hospitals. –

Notwithstanding any other chapter of this title, or chapter 62 of title 42, regulating the form,

content or provisions of accident and health insurance policies, health benefit plans, and Medicare

supplement insurance policies, all policies written pursuant to the provisions of this chapter shall

     SECTION 4. Chapter 27-41 of the General Laws entitled "Health Maintenance

Organizations" is hereby amended by adding thereto the following section:

     27-41-75. Disclosure of insurance reimbursement rates to hospitals. –

Notwithstanding any other chapter of this title, or chapter 62 of title 42, regulating the form,

content or provisions of accident and health insurance policies, health benefit plans, and Medicare

2-10

supplement insurance policies, all policies written pursuant to the provisions of this chapter shall

2-11

disclose the insurance reimbursement rate to hospitals in this state, including, but not limited to,

2-12

reimbursement for matters such as medical services and equipment.

     SECTION 5. This act shall take effect upon passage.

EXPLANATION

BY THE LEGISLATIVE COUNCIL

RELATING TO INSURANCE -- REIMBURSEMENT RATE DISCLOSURE

     This act would require all health insurers to disclose the reimbursement rate to hospitals

in Rhode Island for medical services, equipment and other associated costs.

     This act would take effect upon passage.
