A N A C T

RELATING TO MOTOR AND OTHER VEHICLES - REGISTRATION OF VEHICLES

It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 31-3 of the General Laws entitled "Registration of Vehicles" is

hereby amended by adding thereto the following section:

     31-3-92. Special plate for Gloria Gemma Breast Cancer Resource Foundation. – (a)

The administrator of the division of motor vehicles is empowered to make available special motor

1-5

vehicle registration plates for the Gloria Gemma Breast Cancer Resource Foundation.

     (b) The special plate shall be displayed upon the same registration number assigned to the

vehicle for which it was issued and shall be used in place of and in the same manner as the

1-8

registration plates issued to the vehicle. The original registration plates for the vehicle shall be

1-9

removed from the vehicle and the registration certificate for the plates shall be carried in the

1-10

vehicle, in accordance with section 31-3-9. The registration certificate shall be in effect for the

1-11

special plate.

     (c) Gloria Gemma Breast Cancer Resource Foundation motor vehicle plates shall be the

1-13

same size as regular motor vehicle plates and shall be designed by the Gloria Gemma Breast

1-14

Cancer Resource Foundation in conjunction with the division of motor vehicles, with the design

to be approved by the state police.

     (d) Gloria Gemma Breast Cancer Resource Foundation plates shall be subject to a

1-17

minimum prepaid order of at least nine hundred (900) plates. Gloria Gemma Breast Cancer

Resource Foundation shall not be issued unless the minimum order requirements are met.

     (e) The administrator of the division of motor vehicles shall develop application forms,

prepayment procedures and any other procedures deemed necessary to carry out the purposes of

this section.

     (f) In addition to the regular prescribed motor vehicle registration fee. Gloria Gemma

Breast Cancer Resource Foundation plates shall be subject to a forty dollar ($40.00) issuance

surcharge.

     (g) The forty dollar ($40.00) issuance surcharge shall be allocated as follows: Twenty

dollars ($20.00) shall be allocated to the general fund and the remaining twenty dollars ($20.00)

shall be distributed annually to the Gloria Gemma Breast Cancer Resource Foundation to assist in

the furtherance of its mission. The distribution to the Gloria Gemma Breast Cancer Resource

Foundation shall be placed in a restricted account and shall be paid to the Gloria Gemma Breast

2-10

Cancer Resource Foundation.

     (h) Gloria Gemma Breast Cancer Resource Foundation will be required to submit an

annual financial statement before such monies are distributed.

     (i) There shall be no refunds for early cancellation of Gloria Gemma Breast Cancer

2-14

Resource Foundation plates.

     SECTION 2. This act shall take effect upon passage.

EXPLANATION

     This act would allow the registry to issue special license plates to benefit the Gloria

Gemma Breast Cancer Resource Foundation upon a prepaid order of at least nine hundred (900)

plates.
