 It is enacted by the General Assembly as follows:  | |
| 
 1-1  | 
      SECTION 1. Chapter 44-5 of the General Laws entitled "Levy and Assessment of Local  | 
| 
 1-2  | 
 Taxes" is hereby amended by adding thereto the following section:  | 
| 
 1-3  | 
      44-5-83. Annual training institute for local tax collectors and tax collectors for  | 
| 
 1-4  | 
 independent fire districts. – (a) The director of the department of revenue, in cooperation with  | 
| 
 1-5  | 
 the Rhode Island association of collection officers shall establish and conduct an annual training  | 
| 
 1-6  | 
 institute for local tax collectors, including tax collectors for independent fire districts. The  | 
| 
 1-7  | 
 training institute shall consist of certified training courses in such areas as recording of payments,  | 
| 
 1-8  | 
 reconciliation of tax, recording of abatements, banking, certificates of tax and other liens,  | 
| 
 1-9  | 
 bankruptcies, knowledge of state and local laws; conducting a tax sale. For this purpose, the  | 
| 
 1-10  | 
 department may cooperate with educational institutions, local, regional, state, or national  | 
| 
 1-11  | 
 collections’ organizations, and with any other appropriate professional organizations. The cost of  | 
| 
 1-12  | 
 said training program shall be at no cost to the state. A local tax collector, or tax collector for an  | 
| 
 1-13  | 
 independent fire district who has successfully completed the training program, or who has  | 
| 
 1-14  | 
 obtained the necessary amount of credits, shall be awarded the designation of Rhode Island  | 
| 
 1-15  | 
 Certified Collector (RICC).  | 
| 
 1-16  | 
      (b) An applicant who is a member of a local collector’s personnel and/or staff or who is a  | 
| 
 1-17  | 
 member of the personnel and/or staff of a tax collector for an independent fire district who has  | 
| 
 1-18  | 
 successfully completed the training program, or who has obtained the necessary courses, shall be  | 
| 
 1-19  | 
 awarded the designation of Rhode Island Certified Collector’s Personnel (RICCP).  | 
| 
 2-20  | 
      (c) The Rhode Island association of collection officers shall establish a program of  | 
| 
 2-21  | 
 recertification, approved by the department of revenue, for all designated members.  | 
| 
 2-22  | 
      SECTION 2. This act shall take effect upon passage.  |
