EXPRESSING ITS DEEPEST CONDOLENCES ON THE PASSING OF RETIRED STATE

POLICE CAPTAIN AND FORMER SMITHFIELD POLICE CHIEF, JOHN R. "JACK"

DEVINE

     WHEREAS, Jack Devine was born in Providence and was the son of the late Edwin D.

1-2

Devine and Florence E. Devine; and

1-3

     WHEREAS, Jack was a Marine Corp veteran who served his country with honor,

1-4

integrity, distinction and valor in Japan and Hawaii. While in Hawaii, he was responsible for

1-5

saving the life of a downed Marine pilot when Jack swam over 300 yards offshore and pulled the

1-6

unconscious pilot from his plane before it sank. For his heroic action, he was given a meritorious

1-7

field promotion; and

1-8

     WHEREAS, In 1963, Jack entered the Rhode Island State Police Training Academy and

1-9

subsequently became a Rhode Island State Police Trooper. He served in all of the state police

1-10

barracks and was a member of the Detective Division. In 1974, he was promoted to Corporal, in

1-11

1978, he was promoted to Sergeant and then Lieutenant and, in 1979, he was promoted to

1-12

Captain; and

1-13

     WHEREAS, In 1976, Jack was awarded the Rhode Island State Police Department

1-14

Ribbon for outstanding police activity marked by courage and ability above and beyond the call

1-15

of duty. Jack retired from the Rhode Island State Police Department in 1985 after 22 years of

1-16

outstanding and devoted duty to the citizens of Rhode Island; and

1-17

     WHEREAS, Jack later became the Smithfield Police Chief and served that community

1-18

with honor and distinction for 5 years. Jack took an innovative approach to police work and

1-19

established in Smithfield the RUOK program (are you all right) for Senior Citizens; and

     WHEREAS, Jack always found time to help others and serve his community. He served

2-2

on the Ronald McDonald House Board of Directors, was a charter member of the Smithfield

2-3

Elks, was past President of the Rhode Island Police Chiefs Association, and was a member of the

2-4

Lions Club and a member of the Lions Club Cancer in Children Committee; now, therefore be it

2-5

     RESOLVED, That this House of Representatives of the State of Rhode Island and

2-6

Providence Plantations hereby expresses its deepest condolences on the passing of John R. "Jack"

2-7

Devine to his wife Louise E. Devine, his daughters Lynda A. Adler and Jennifer A. Palazzo, and

2-8

his three grandchildren; and be it further

2-9

     RESOLVED, That the Secretary of State be and he hereby is authorized and directed to

2-10

transmit a duly certified copy of this resolution to Mrs. Louise E. Devine.
