CONGRATULATING RICHARD A. ROULEAU ON HIS RETIREMENT AFTER 33 YEARS | |

OF OUTSTANDING SERVICE TO THE WARWICK SCHOOL DEPARTMENT | |

     WHEREAS, Assistant Superintendent of Warwick Schools, Richard A. Rouleau is |
|

retiring after 33 years of outstanding service to the Warwick School Department; and |
|
1-3 |
     WHEREAS, Born in Pawtucket, Mr. Rouleau attended Notre Dame Elementary School, |
|
1-4 |
Sacred Heart Academy and Rhode Island College, where he earned a B.A. in History. He earned |
|
1-5 |
two Masters Degrees in Education at Providence College, one in Guidance and Counseling and |
|
1-6 |
the other in Administration; and |
|
1-7 |
     WHEREAS, In 1964, Richard Rouleau led the State as captain of his high school |
|
1-8 |
basketball team, averaging 26.7 points per game and was named first team All State and Catholic |
|
1-9 |
All-American. He was a member of the Rhode Island College basketball team, serving as its |
|
1-10 |
Captain in both his junior and senior years. He scored 2,183 points during his four-year college |
|
1-11 |
career, averaging over 27 points per game. He received the Jusczsyk Award for Sportsmanship, |
|
1-12 |
and, in 1990 was inducted into the Rhode Island College Athletic Hall of Fame. He served as |
|
1-13 |
president of the Rhode Island Association of Basketball Coaches from 1978 to 1980 and was |
|
1-14 |
inducted into the Rhode Island Basketball Coaches Hall of Fame in 1991; and |
|
1-15 |
     WHEREAS, Mr. Rouleau was a teacher and Head Basketball Coach at St. Raphael |
|
1-16 |
Academy and also taught for the Upward Bound Federal Summer Program from 1968 to 1970. |
|
1-17 |
He was a teacher and Head Basketball Coach at Pilgrim High School, and supervised the Brown |
|
1-18 |
University Intern Program. He served as a Guidance Counselor at Pilgrim High School, Assistant |
|
1-19 |
Principal and Principal at Warwick Veterans Memorial High School, and was named Assistant |
|
2-1 |
Superintendent of Warwick Public Schools in 2000; and |
|
2-2 |
     WHEREAS, Mr. Rouleau is a member of numerous educational committees, and has |
|
2-3 |
volunteered and served in several positions at Warwick Municipal Employees Credit Union. He |
|
2-4 |
instituted several educational initiatives while Principal at Veterans and implemented numerous |
|
2-5 |
improvements to its physical plant. His innovative alternative educational programs have resulted |
|
2-6 |
in the first working middle school model and has significantly reduced the dropout and |
|
2-7 |
suspension rate at Veteran’s High School; and |
|
2-8 |
     WHEREAS, Assistant Superintendent Rouleau is a member of the National Association |
|
2-9 |
of Secondary School Principals, the Rhode Island Association of School Principals, the Warwick |
|
2-10 |
Principals Association, the Rhode Island Association of School Administrators, and the |
|
2-11 |
Association for Supervision and Curriculum Development; and |
|
2-12 |
     WHEREAS, After 33 years with the Warwick School Department as a Teacher, |
|
2-13 |
Guidance Counselor, Coach, Assistant Principal, Principal, and Assistant Superintendent, Mr. |
|
2-14 |
Rouleau has decided to retire. An educational leader with a unique combination of intelligence, |
|
2-15 |
charisma, and experience, Mr. Rouleau has established a reputation for problem solving by his |
|
2-16 |
ability to discover the best in everyone. He has touched many lives and is admired for his genuine |
|
2-17 |
interest in motivating his students to succeed; now, therefore be it |
|
2-18 |
     RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations |
|
2-19 |
hereby congratulates this extraordinary educator on the occasion of his retirement and wishes |
|
2-20 |
him, his wife Mary and daughter Betsy the very best health and future happiness; and be it further |
|
2-21 |
     RESOLVED, That the Secretary of State be and he is hereby authorized and directed to |
|
2-22 |
transmit a duly certified copy of this resolution to Mr. Richard A. Rouleau. |
