H O U S E R E S O L U T I O N

REQUESTING THAT THE RHODE ISLAND DEPARTMENT OF ENVIRONMENTAL

MANAGEMENT PERFORM AIR QUALITY STUDIES AT AND NEAR T.F. GREEN

AIRPORT IN WARWICK, RHODE ISLAND

     WHEREAS, The T.F. Green Airport property is owned by the State of Rhode Island

which leases the property to the Rhode Island Airport Corporation (RIAC) for the operation of

1-3

T.F. Green Airport and related support industries; and

1-4

     WHEREAS, The State of Rhode Island, principally the Rhode Island Department of

1-5

Environmental Management (RIDEM), is responsible for ensuring that health-based ambient air

1-6

quality standards are met, and that air quality is not eroded by increases in emissions that are

1-7

concomitant with economic growth; and

1-8

     WHEREAS, RIDEM has received numerous inquiries and complaints from members of

1-9

the public about air quality problems they attribute to operations at T.F. Green Airport; and

1-10

     WHEREAS, RIDEM acknowledges that airports and aviation activities result in

1-11

emissions of pollutants of which particular concern are nitrogen oxides, carbon monoxide,

1-12

volatile organic compounds (1,3-butadiene and benzene), carbonyls (formaldehyde) and

1-13

particular matter, as well as other pollutants; and

1-14

     WHEREAS, There are no long-term air quality monitoring stations located within the

1-15

City of Warwick; and

1-16

     WHEREAS, There is little documented air quality testing and studies which have been

1-17

performed at and near T.F. Green Airport; and

1-18

     WHEREAS, RIDEM has requested that RIAC perform certain air quality inventories,

1-19

sampling, modeling and studies and RIAC is reluctant or claims it is at this time financially

2-1

unable to perform all of these; now, therefore be it

     RESOLVED, That this House of Representatives of the State of Rhode Island and

2-3

Providence Plantations hereby requests that the Rhode Island Department of Environmental

2-4

Management install and operate at least one long-term air quality monitoring station to be located

2-5

within one-quarter mile of T.F. Green Airport; and be it further

2-6

     RESOLVED, That this House of Representatives of the State of Rhode Island and

2-7

Providence Plantations additionally requests that the Rhode Island Department of Environmental

2-8

Management conduct air quality inventories, sampling, modeling and studies as those which

2-9

RIDEM has requested RIAC to perform for the Environmental Impact Statement for airport

2-10

expansion and/or those air quality inventories, sampling, modeling and studies, as necessary in

2-11

order to determine the impact of T.F. Green Airport on local air quality and conduct an air toxics

2-12

assessment to determine the cumulative risk posed to the public by all sources of emissions

2-13

related to the operation of T.F. Green Airport; and be it further

2-14

     RESOLVED, That the Secretary of State be and he is hereby authorized and directed to

2-15

transmit duly certified copies of this resolution to the Board of Directors of the Rhode Island

2-16

Airport Corporation, the Director of the Rhode Island Department of Environmental

2-17

Management, the Mayor of the City of Warwick, the President of the Warwick City Council and

2-18

the Governor of the State of Rhode Island.
