CONGRATULATING PAUL PINAULT, P.E., EXECUTIVE DIRECTOR OF THE | |

NARRAGANSETT BAY COMMISSION ON BEING ELECTED PRESIDENT OF THE | |

ASSOCIATION OF METROPOLITAN SEWERAGE AGENCIES | |

     WHEREAS, Paul Pinault, Executive Director of the Narragansett Bay Commission since |
|

1991, has been elected President of the Association of Metropolitan Sewerage Agencies (AMSA). |
|

The Association represents more than 270 publicly owned treatment works across the country |
|
1-4 |
which treat more than 18 billion gallons of wastewater each day, serving the majority of the |
|
1-5 |
United States sewered population; and |
|
1-6 |
     WHEREAS, After serving as a project engineer at the US Environmental Protection |
|
1-7 |
Agency, the Massachusetts Division of Water Pollution Control and Tibbetts Engineering |
|
1-8 |
Corporation, Paul Pinault joined the NBC in 1982 as Assistant Director for Construction and |
|
1-9 |
Grants. He became Deputy Director in 1988 and Executive Director in 1991; and |
|
1-10 |
     WHEREAS, During his leadership, the NBC acquired the state’s second largest |
|
1-11 |
wastewater treatment facility, the Bucklin Point Wastewater Treatment Facility in 1991. In 1995, |
|
1-12 |
the Field’s Point Wastewater Treatment Facility was selected by the United States Environmental |
|
1-13 |
Protection Agency as the Best Operated and Maintained Large Secondary Facility in the Country, |
|
1-14 |
winning its National Excellence Award for outstanding operation and maintenance procedures |
|
1-15 |
and innovative, cost-effective achievements. In 1998, the NBC’s Pretreatment Program was |
|
1-16 |
awarded EPA’s National First Place Award in the greater than 100 SIU category; and |
|
1-17 |
     WHEREAS, Well-respected for his professional expertise, Paul Pinault was named |
|
1-18 |
“Engineer of the Year” by the Rhode Island Society of Professional Engineers in 1995 and |
|
1-19 |
received the Chairman’s Award by the Narragansett Bay Commission in 1998; and |
|
2-1 |
     WHEREAS, Mr. Pinault holds a Masters Degree in environmental engineering from |
|
2-2 |
Northeastern University and a Bachelor’s Degree in civil engineering from the University of |
|
2-3 |
Massachusetts at Dartmouth; and |
|
2-4 |
     WHEREAS, In a year that promises renewed federal commitments to the goals of the |
|
2-5 |
federal Clean Water Act of 1972, Paul’s presidency will ensure that AMSA maintains a key role |
|
2-6 |
in the development of environmental legislation in the implementation of environmental |
|
2-7 |
programs. He will continue to lobby Congress for increased federal funding for essential |
|
2-8 |
wastewater infrastructure projects, such as the NBC’s federally-mandated combined sewer |
|
2-9 |
overflow abatement project; now, therefore be it |
|
2-10 |
     RESOLVED, That this House of Representatives of the State of Rhode Island and |
|
2-11 |
Providence Plantations hereby congratulates Paul Pinault, P.E., Executive Director of the |
|
2-12 |
Narragansett Bay Commission on being elected President of the Association of Metropolitan |
|
2-13 |
Sewerage Agencies and wishes Paul and his family the very best health, happiness and future |
|
2-14 |
successes; and be it further |
|
2-15 |
     RESOLVED, That the Secretary of State be and he is hereby authorized and directed to |
|
2-16 |
transmit a duly certified copy of this resolution to Paul Pinault. |
