H O U S E R E S O L U T I O N
CREATING A SPECIAL COMMISSION TO STUDY THE DISCHARGE OF GASEOUS CARBONS INTO THE ATMOSPHERE
It is enacted by the General Assembly as follows:
RESOLVED, That a special legislative commission be and the same is hereby created consisting of seven (7) members: four (4) of whom shall be from the house of representatives, not more than three (3) from the same political party, to be appointed by the speaker; three (3) of whom shall be from the senate, not more than two (2) from the same political party, to be appointed by the senate majority leader.
The purpose of said commission shall be to study the discharge of gaseous carbons into the atmosphere and the ability of trees to absorb the same and convert it to inert biomasses and to recommend steps to foster this process.
Forthwith upon the passage of this resolution the members of the commission shall meet at the call of the speaker of the house and organize and shall select from among the members a chairperson. Vacancies in said commission shall be filled in like manners as the original appointment.
The membership of said commission shall receive no compensation for their services.
All departments and agencies of the state shall furnish such advice and information, documentary and otherwise, to said commission and its agent as is deemed necessary or desirable by the commission to facilitate the purposes of this resolution.
RESOLVED, That the commission shall report its findings and recommendations to the general assembly on or before February 1, 2001 and said commission shall expire on April 1, 2001."

EXPLANATION
BY THE LEGISLATIVE COUNCIL

CREATING A SPECIAL COMMISSION TO STUDY THE DISCHARGE OF GASEOUS CARBONS INTO THE ATMOSPHERE

This act provides for a Rhode Island Climate Change Initiative to encourage the maintenance of woodlands to help offset air pollution caused by increasing urbanization.
The act further provides that the Rhode Island state conservation committee shall be responsible for monitoring certain forest management projects participating in climate change programs.
This act would take effect upon passage.
