HONORING REPRESENTATIVE PETER F. KILMARTIN FOR HIS SERVICE TO THE | |
PEOPLE OF THE STATE OF RHODE ISLAND | |

     WHEREAS, The Honorable Peter F. Kilmartin has served with honor and distinction in |
1-2 |
the Rhode Island House of Representatives for the past twenty years, as the Representative for |
1-3 |
what is now District 61, representing the citizens of the Pawtucket community; and |
1-4 |
      WHEREAS, Laying the perfect foundation to take on future challenges of serving the |
1-5 |
people of Rhode Island in law enforcement, the legal profession, and the state’s legislature, |
1-6 |
Representative Kilmartin graduated from Tolman High School, and received his Bachelor of |
1-7 |
Science and Juris Doctor degrees from Roger Williams University; and |
1-8 |
      WHEREAS, Winning his first foray into politics, The Honorable Peter Kilmartin was |
1-9 |
originally elected to the Rhode Island General Assembly to represent District 80 in November of |
1-10 |
1990. Redistricting in 2002 changed his district to the 61st; and |
1-11 |
     WHEREAS, Held in the highest esteem by his colleagues, Representative Kilmartin was |
1-12 |
first named House Deputy Majority Leader, and in 2004, House Majority Whip. In addition, he |
1-13 |
has been a member of the House Committee on Corporations, the House Committee on Labor, |
1-14 |
the House Committee on Rules, and the Joint Committee on Highway Safety; and |
1-15 |
     WHEREAS, Representative Kilmartin has been instrumental in enacting and advocating |
1-16 |
for numerous pieces of landmark legislation, including making Rhode Islands roadways safer |
1-17 |
through legislation to ban texting while driving. He sponsored “pay-to-play” legislation that is |
1-18 |
aimed at bolstering the protection, safety, and security of everyday Rhode Islanders by fighting |
1-19 |
corporate influence. He also initiated legislation to provide tax incentives for alternative fuels, |

help cities and towns collect taxes and fees on foreclosed property, and enable cities and towns to |
2-2 |
create property tax deferment programs to help senior citizens stay in their homes; and |
2-3 |
     WHEREAS, In addition to long hours on the House floor, Representative Kilmartin has |
2-4 |
devoted himself to working on issues vital to this state, including co-chairing the Special |
2-5 |
Legislative Commission studying the potential economic opportunities in the development of port |
2-6 |
facilities in the state, and working on measures to keep Rhode Island on the forefront of green |
2-7 |
energy initiatives; and |
2-8 |
     WHEREAS, Representative Kilmartin has achieved approbation for myriad |
2-9 |
achievements, including being honored by the Governor’s Commission on Disabilities and |
2-10 |
presented with the John E. Fogarty Memorial Award for his efforts in enacting laws to improve |
2-11 |
and enhance the lives of Rhode Island’s disabled residents; and |
2-12 |
     WHEREAS, There is an old saying that if you want something done right, ask a busy |
2-13 |
person. Peter Kilmartin epitomizes a busy man. In addition to the time he spends at the State |
2-14 |
House, Representative Kilmartin is happily married to his lovely wife, Kristine, was a detective |
2-15 |
with the Pawtucket Police Department, and has been a practicing attorney for more than two |
2-16 |
decades; and |
2-17 |
     WHEREAS, Representative Kilmartin’s civic and community involvement includes |
2-18 |
membership in numerous local and professional groups. He has been a member of the Board of |
2-19 |
Incorporators for the Memorial Hospital and Board of Directors for the Pawtucket Armory |
2-20 |
Associates; Trustee for the Pawtucket Boys and Girls Club; Member of the Pawtucket Elks, |
2-21 |
Pawtucket Jaycees, Pawtucket Police Association, the Knights of Columbus, Rhode Island Police |
2-22 |
Officers Emerald Society, Save the Bay, and the Smithsonian Associates; and |
2-23 |
     WHEREAS, The Honorable Peter F. Kilmartin has brought wisdom, legal erudition, and |
2-24 |
a tremendous work ethic to the General Assembly during his years in office. His service to the |
2-25 |
citizens of Pawtucket, and the state, has ultimately made Rhode Island a far better place to live |
2-26 |
and flourish; now, therefore be it |
2-27 |
     RESOLVED, That this House of Representatives of the State of Rhode Island and |
2-28 |
Providence Plantations hereby honors and thanks Representative Peter F. Kilmartin for twenty |
2-29 |
years of dedicated service enriching the quality of life for all the citizens of Rhode Island. We |
2-30 |
wish him the very best health, happiness, and much success in all his future endeavors; and be it |
2-31 |

     RESOLVED, That the Secretary of State be and he hereby is authorized and directed to |
