EXPRESSING SOLIDARITY WITH ISRAEL IN ITS DEFENSE AGAINST TERRORISM IN | |
THE GAZA STRIP | |

     WHEREAS, The State of Israel is the greatest ally of the United States in the Middle |
1-2 |
East; and |
1-3 |
     WHEREAS, The Hamas terror organization charter calls for the destruction of Israel and |
1-4 |
rules out the possibility of compromise and peaceful negotiations; and |
1-5 |
     WHEREAS, Hamas has been designated by the United States as a Foreign Terrorist |
1-6 |
Organization and is largely supported and armed by Iran, which our government characterizes as |
1-7 |
the world's main state sponsor of terrorism; and |
1-8 |
     WHEREAS, Hamas has refused to comply with the Quartet's (the United States, the |
1-9 |
European Union, Russia, and the United Nations) requirements that Hamas recognize Israel's |
1-10 |
right to exist, renounce violence, and agree to accept previous agreements between Israel and the |
1-11 |
Palestinians; and |
1-12 |
     WHEREAS, The State of Israel has suffered through years of rocket and missile fire from |
1-13 |
Hamas-controlled areas, even after Israel fully withdrew from the Gaza Strip in 2005 with over |
1-14 |
10,000 Hamas rockets intentionally targeted at medical centers, homes, and playgrounds from |
1-15 |
Sderot to Beer Sheva in Israel killing or wounding many Israelis, destroying property, and |
1-16 |
terrorizing innocent civilians; and |
1-17 |
     WHEREAS, Israel has demonstrated extraordinary restraint in the face of such |
1-18 |
aggression; and |
1-19 |
     WHEREAS, The fundamental obligation of the government of Israel is, like any other |
2-1 |
government, to protect its citizen, and act to provide security to its people; and |
2-2 |
     WHEREAS, Hamas locates elements of its terrorist infrastructure in civilian population |
2-3 |
centers, thus using innocent civilians as human shields; and |
2-4 |
     WHEREAS, Israel and its people wish no harm to the innocent civilian population of the |
2-5 |
Gaza Strip; and |
2-6 |
     WHEREAS, Innocent Israeli and Palestinian civilians have been tragically killed and |
2-7 |
wounded due to recent ongoing escalations of violence initiated by Palestinian terrorist |
2-8 |
organizations; and |
2-9 |
     WHEREAS, Palestinian terrorists of the Islamic Jihad and Hamas in the Gaza Strip have |
2-10 |
recently fired hundreds of rockets at civilian targets in southern Israel, ending a six month cease |
2-11 |
fire with Israel; and |
2-12 |
     WHEREAS, During the six month "state of calm," Israel allowed the entrance of some |
2-13 |
17,000 truckloads of humanitarian aid into the Gaza Strip, while Palestinian terrorists launched |
2-14 |
538 rockets and mortars into Israel; and |
2-15 |
     WHEREAS, Israel has continued to provide humanitarian assistance to the Palestinians |
2-16 |
and provide early warning of pending attacks to Palestinian civilians via text messages, phone |
2-17 |
calls, and leaflet drops; and |
2-18 |
     WHEREAS, Israel continues to pursue peace with all of its Arab neighbors; and |
2-19 |
     WHEREAS, The United States, in addition to Egypt, Jordan, and other Arab countries, |
2-20 |
have attributed blame to Hamas for initiating the latest round of increased violence; and |
2-21 |
     WHEREAS, The Hamas government denies freedom of religion, press, assembly and |
2-22 |
equal rights to all of Gaza's residents and considers the United States its bitter enemy; and |
2-23 |
     WHEREAS, President Barack H. Obama, in his inaugural address denounced terrorists |
2-24 |
who induce "terror and the slaughtering of innocents"; and |
2-25 |
     WHEREAS, The President also denounced in his inaugural address those who "cling to |
2-26 |
power through corruption and deceit and the silencing of dissent"; and |
2-27 |
     WHEREAS, The House of Representatives of the State of Rhode Island and Providence |
2-28 |
Plantations enacted Resolution 213 in 2008, recognizing and reaffirming the bonds of friendship |
2-29 |
and cooperation between the United States and Israel and a wish for a peaceful, prosperous and |
2-30 |
successful future for the Israeli people; now, therefore be it |
2-31 |
     RESOLVED, That this House of Representatives of the State of Rhode Island and |
2-32 |
Providence Plantations hereby stands in solidarity and supports the efforts of Israel as it takes the |
2-33 |
necessary steps to defend itself and provide security to protect its citizens in the face of Hamas |
2-34 |
hostility and rockets; and be it further |
3-1 |
     RESOLVED, That this House condemns Hamas for deliberately embedding its fighters, |
3-2 |
leaders, and weapons in private homes, schools, mosques, and hospitals, and otherwise using |
3-3 |
Palestinian civilians as human shields, while simultaneously targeting Israeli civilians; and be it |
3-4 |
further |
3-5 |
     RESOLVED, That this House remains hopeful that the current temporary cease fire will |
3-6 |
become permanent; and be it further |
3-7 |
     RESOLVED, That this House reiterates its strong support for a just and sustainable |
3-8 |
resolution of the Israeli-Palestinian conflict that will ensure the welfare, security, and survival of |
3-9 |
the State of Israel as a democratic Jewish state with secure borders, and a viable, independent, |
3-10 |
and democratic Palestinian state living side-by-side in peace and security with the State of Israel; |
3-11 |
and be it further |
3-12 |
     RESOLVED, That the Secretary of State be and he hereby is authorized and directed to |
3-13 |
transmit duly certified copies of this resolution to U.S. Senators Jack Reed and Sheldon |
3-14 |
Whitehouse, and U.S. Representatives Patrick Kennedy and James Langevin, the Office of the |
3-15 |
Israeli Consul General for New England, the Office of the United States Secretary of State, and |
3-16 |
the Office of the Secretary General of the United Nations. |
