SUPPORTING PROVIDENCE CITY COUNCIL'S MORATORIUM ON SWAP PROJECTS

Introduced By:  Representatives Abdullah-Odiase, Almeida, Williams, Carpenter and Slater Date Introduced:  January 27, 2000

WHEREAS, SWAP (Stop Wasting Abandoned Property) has created and rehabilitated

numerous properties in the City of Providence; and

WHEREAS, Recently SWAP has distanced itself from various communities in the city and is not adhering to the City's plan to provide urban open space and large lots for existing owners; and

WHEREAS, Residents of District #19 have made several complaints and expressed legitimate concerns about SWAP'S practices in the community; and

WHEREAS, The Providence City Council has placed a ninety (90) day moratorium on any and all land to be acquired by SWAP throughout the city until such time as there is commitment from SWAP to hold public hearings on any and all existing and proposed projects and that all tax abatements and building permits be placed on hold if public hearings are not held within ninety (90) days; now, therefore be it

RESOLVED, That this House of Representatives of the state of Rhode Island and Providence Plantations hereby supports Providence City Council's Moratorium on all SWAP (Stop Wasting Existing Properties) existing and proposed projects; and be it further

RESOLVED, That SWAP report back to this House of Representatives regarding these concerns within two (2) weeks; and be it further

RESOLVED, That the Secretary of State be and he is authorized and directed to transmit

a duly certified copy of this resolution to the Providence City Council and to the Chief Executive Officer of SWAP.
