A N     A C T

CREATING THE RHODE ISLAND URBAN EDUCATION ACT OF 1998

It is enacted by the General Assembly as follows:

SECTION 1. Title 16 of the General Laws entitled "Education" is hereby amended by adding thereto the following chapter:

{ADD 16-82-1. Short title. -- ADD} {ADD This act shall be known and may referred to as the "Rhode Island Urban Education Act of 1998." ADD}

{ADD 16-82-2. Legislative intent and purpose. -- ADD} {ADD The general assembly hereby recognizes that certain school systems of urban communities as defined in this chapter require additional financial support and relief by the state, and hereby allocates additional funding to these communities. ADD}

{ADD 16-82-3. Definitions. -- ADD} {ADD For the purposes of this chapter, "urban communities" means those communities identified to receive targeted aid in section 16-7.1-16. ADD}

{ADD 16-82-4. Targeted school aid. -- ADD} {ADD Locally or regionally operated school districts shall be eligible for targeted aid if they have a tax effort index below 1.0 as calculated pursuant to section 16-7.1-16 and a free and reduced lunch count in grades K-3 greater than forty percent (40%). ADD}

{ADD 16-82-5. Calculation of targeted aid. -- ADD} {ADD Districts shall be eligible for aid based on the proportion that their average daily membership bears to the total average daily membership of districts eligible for aid in accordance with section 16-7.1-16. ADD}

{ADD 16-82-6. Appropriation. --ADD} {ADD For the fiscal year 1999 the appropriation shall be eight million dollars ($8,000,000) to carry out the purposes of section 16-7.1-16. ADD}

SECTION 2. This act shall take effect on July 1, 1998.
