H O U S E   R E S O L U T I O N
EXTENDING THE REPORTING AND EXPIRATIONS DATES AND AMENDING THE MEMBERSHIP, FINDINGS, AND PURPOSE OF THE SPECIAL LEGISLATIVE COMMISSION TO STUDY AND PROVIDE RECOMMENDATIONS PERTAINING TO SERVICES AND COORDINATION OF STATE PROGRAMS RELATING TO OLDER ADULT RHODE ISLANDERS

     RESOLVED, That the special House commission created by resolution No. 320 passed
by the House of Representatives at its January session, A.D. 2023, and approved May 11, 2023,
entitled “HOUSE RESOLUTION CREATING A SPECIAL LEGISLATIVE COMMISSION TO
STUDY AND PROVIDE RECOMMENDATIONS PERTAINING TO SERVICES AND
COORDINATION OF STATE PROGRAMS RELATING TO OLDER ADULT RHODE
ISLANDERS” is hereby authorized to continue its study and make a report to the House of
Representatives on or before November 30, 2025, and said commission shall expire on January
31, 2026; and be it further
     RESOLVED, That the time for reporting authorized by resolution No. 320 passed by the
House of Representatives at its January session, A.D. 2023, and approved May 11, 2023, entitled
“HOUSE RESOLUTION CREATING A SPECIAL LEGISLATIVE COMMISSION TO
STUDY AND PROVIDE RECOMMENDATIONS PERTAINING TO SERVICES AND
COORDINATION OF STATE PROGRAMS RELATING TO OLDER ADULT RHODE
ISLANDERS”, be and the same is hereby rescinded; and be it further
     RESOLVED, That the composition of said legislative commission is hereby amended by
increasing the membership to seventeen (17) members by adding one member who shall be a
State health care provider, to be appointed by the Speaker of the House; and be it further
     RESOLVED, The purpose of said legislative commission shall be amended by expanding
the scope to include recommendations:
     9. On the creation of a State Master Plan on aging and a vision for aging in Rhode Island;
     10. To restructure the Office on Aging back to a Department at the cabinet level with a
mission to ensure implementation of the recommendations on aging and by previous and
existing boards and commissions with relevance to aging and the development and
implementation of policies and programs in response to emerging trends in aging;
     11. Relating to housing, access to technology, and long-term care;
     12. Relating to a long-term funding formula for municipal senior centers;
     13. Evaluating and updating the aging community statutes;
     14. Evaluating and updating the purposes of the RI Long Term Care Coordinating
Council pursuant to chapter 17.3 of title 23;
     15. Engaging state agencies that deliver programs for aging Rhode Islanders; and be it
further
     RESOLVED, That the purpose of said legislative commission shall be amended as
follows: “5. Propose recommendations to provide and coordinate aging programs and services in
the areas of employment, education, independent living, accessibility and advocacy, as well as
local older adult centers and services;”; and be it further
     RESOLVED, That the findings for the legislative commission shall be amended by
adding the following language between lines 3 and 4 of resolution No. 320 approved May 11,
2023:
     "WHEREAS, All levels of Rhode Island government must meet their commitments to
support older Rhode Islanders and their families; and
     WHEREAS, The State of Rhode Island must consider opportunities for the coordination
and implementation of a strategic action plan on aging; and".
