A N A C T

RELATING TO HIGHWAYS -- OUTDOOR ADVERTISING

It is enacted by the General Assembly as follows:

SECTION 1. Section 24-10.1-9 of the General Laws in Chapter 24-10.1 entitled

"Outdoor Advertising" is hereby amended to read as follows:

24-10.1-9. Interpretation. -- (a) Nothing in this chapter shall be construed to abrogate or

affect the provisions of any lawful ordinance, regulation or resolution, which are more restrictive

than the provisions of this chapter.

      (b) Nothing in this chapter shall be interpreted in any way to show a preference for

commercial copy over any other lawful noncommercial message. Notwithstanding any other

provisions of this chapter or the general or public laws to the contrary, the director of the

department of transportation shall not regulate any on-premise or off-premise non-commercial

protected speech contained within any advertising display authorized by this chapter.

SECTION 2. This act shall take effect upon passage.
