RELATING TO STATE
AFFAIRS AND GOVERNMENT

It is
enacted by the General Assembly as follows:
SECTION
1. Title 42 of the General Laws entitled "STATE AFFAIRS AND
GOVERNMENT"
is hereby amended by adding thereto the following chapter:
CHAPTER 144
THE UNIVERSITY OF RHODE ISLAND COMMISSION FOR RESEARCH
INNOVATION
42-144-1.
Commission established. – There shall be a University of Rhode
Island
Commission
for Research and Innovation ("Commission") to consist of nine (9)
members: two
(2)
of whom shall be appointed by the governor, with one of those so appointed to
be designated
by
the governor as chair; one of whom shall be appointed by the board of
governor's for higher
education;
one of whom shall be appointed by the president of the University of Rhode
Island;
three
(3) of whom shall be members of the science and technology advisory council as
established
by executive order 05-07; one of whom shall be appointed by the speaker of the
house
of
representatives; and one of whom shall be appointed by the president of the
senate. The
membership
of said commission shall receive no compensation for their services.
42-144-2.
Mission and term of commission. – The commission shall have as its
mission
the
proposal of specific actions to strengthen the position of the University of
Rhode Island as a
national
competitive public research university and a key institution in Rhode Island's
effort to
strengthen
its innovative economy. The commission shall expire on September 30, 2008.
42-144-3.
Authority to accept grants. – The commission is authorized to accept
state
grants
and appropriations, and private monies, for its operational purposes.
42-144-4.
Reporting. – The commission shall, prior to its expiration, submit a
written
report
to the governor and to each chamber of the general assembly detailing its
findings and
proposals
as required by its mission.
SECTION
2. This act shall take effect upon passage.
