A N A C T
RELATING
TO THE TOWN OF RICHMOND

It
is enacted by the General Assembly as follows:
SECTION
1. Section 1 of Chapter 1674 of the 1930 public laws entitled "An Act
Fixing
the
time for Election of town Officers in the town of Richmond" is hereby
amended to read as
follows:
SECTION
1. The electors of the town of Richmond on the Tuesday next after the first
Monday
in November 1930, and on such day biennially thereafter, shall in town meeting,
elect by
ballot,
a moderator, a clerk, and a town council consisting of five members, and
a town treasurer,
who
shall severally hold office for the term of two years and until their
respective successors are
elected
and qualified. The electors of said town at said election in the year 1930 and
at said
election
biennally thereafter shall elect one member of the school committee and one
assessor of
taxes
to succeed the member of the school committee and the assessor of taxes whose
terms are
about
to expire and to severally hold office for the term of six years and until
their respective
successors
are elected and qualified.
The
electors of said town shall also at said election and at such election
biennally
thereafter
elect such other town officers of annual election as they have heretofore
lawfully
elected
at their annual town election, and such officers shall hold office for the term
of two years
and
until their respective successors are elected and qualified.
All
the town officers whose election is provided for in this section shall be voted
for on
one
ballot, and said election shall be called, warned and held, and the voting list
to be used thereat
shall
be canvassed, and the votes cast thereat shall be counted and declared as
provided in
chapters
8 to 11 inclusive and 48 to 50 inclusive of the general laws and all acts in
amendment
thereof
and in addition thereto.
SECTION
2. There shall be submitted to the qualified electors of the town of Richmond,
at
the next general election, for their approval the following question:
"Shall the act passed by the
general
assembly at its January, 2004 session, entitled 'An act relating to the town of
Richmond',
providing
for the appointment of the town treasurer by the town council, be
approved?" and the
board
of canvassers shall certify the results of said election to the secretary of
state.
SECTION
3. This section and section 2 of this act shall take effect upon passage, and
the
remaining
sections of this act shall take effect when the board of canvassers shall
certify to the
secretary
of state that a majority of the qualified electors voting upon the question
contained in
section
2 shall have voted to approve the same.
