A N A C T
RELATING TO THE KENT COUNTY
WATER AUTHORITY -- TOWN OF WEST
WARWICK
Introduced By: Senator
Stephen D. Alves
Date
Introduced: June 25, 2003
It is enacted by the General
Assembly as follows:
SECTION
1. The town of West Warwick is the present record owner of certain properties
(the "properties")
described as follows:
The
Royal Mill, located at 125 Providence Street, Plat 26, Lots 10, 11 and 18, and
the
Phenix Mill, located at 771 Main
Street, Plat 2, Lot 25, both in the town of West Warwick. The
properties have been abandoned
since the early 1990s.
Due
to the failure of prior owners of the properties to pay water charges, the Kent
County
Water Authority currently holds
liens on the properties.
WHEREAS,
The general assembly recognizes the importance of redeveloping old mils
and other brownfields; and
WHEREAS,
The removal by the Kent County Water Authority of its liens would make
the properties more attractive
for development;
The
Kent County Water Authority is hereby authorized, empowered and directed to
remove, waive and abate all
water charges and any interest accrued thereon in respect to the
above-described properties. The
Kent County Water Authority shall remove, waive and abate all
outstanding water charges and
accumulated interest owed on the properties; provided, however,
that water charges on the
properties shall begin to accrue against the town and subsequent owners
on and after the date of
passage of this act.
SECTION
2. This act shall take effect upon passage.
