RELATING
TO PUBLIC FINANCE

It
is enacted by the General Assembly as follows:
SECTION
1. Notwithstanding the provisions of 2003 H 6174 Substitute A, As Amended,
entitled
“AN ACT RELATING TO MAKING APPROPRIATIONS FOR THE SUPPORT OF
THE
STATE FOR THE FISCAL YEAR ENDING JUNE 30, 2004”, the appropriation of “0” for
Environmental
Protection/RIPDES Program in Article 1 on page 22, line 7 shall be deleted; two
new
line items shall be created beneath the appropriation for Environmental
Protection/RIPDES
Program
in Article 1 on page 22, line 7 as follows: “General Revenue $662,540” and
beneath that
line
item “Federal Funds $180,000”; the appropriation for Environmental
Protection/Total-
Environmental
Protection in Article 1 on page 22, line 8, shall be in the amount of
$20,483,316;
and
the appropriation for Environmental Protection/Grand Total-Department of
Environmental
Management
in Article 1 on page 22, line 9, shall be in the amount of $72,090,130.
SECTION
2. Notwithstanding the provisions of 2003 H 6174 Substitute A, As Amended,
entitled
“AN ACT RELATING TO MAKING APPROPRIATIONS FOR THE SUPPORT OF
THE
STATE FOR THE FISCAL YEAR ENDING JUNE 30, 2004”, the appropriation for
Statewide
Totals/General Revenues in Article 1 on page 23, line 12, shall be in the
amount of
$2,783,776,459;
the appropriation for Statewide Totals/Federal Funds in Article 1 on page 23,
line
13, shall be in the amount of $1,837,498,843; the appropriation for Statewide
Totals/Statewide
Grand Total in Article 1 on page 23, line 16, shall be in the amount of
$5,740,558,949.
SECTION
3. Notwithstanding the provisions of 2003 H 6174 Substitute A, As amended,
entitled
“AN ACT RELATING TO MAKING APPROPRIATIONS FOR THE SUPPORT OF
THE
STATE FOR THE FISCAL YEAR ENDING JUNE 30, 2004”, the FTE Position
Authorization
for Environmental Management in Article 1 on page 26, line 24, shall be 539.7;
and
the FTE Position Authorization Total in Article 1 on page 26, line 28 shall be
15,289.4.
SECTION
4. There is hereby created a special legislative commission to study the issues
relating
to the Rhode Island Pollution Discharge Elimination System (RIPDES) and matters
relating
thereto. Said commission shall consist of six (6) members; three (3) of whom
shall be
from
the House of Representatives, not more than two (2) from the same political
party, of whom
one
(1) shall be co-chair, to be appointed by the Speaker; three (3) of whom shall
be from the
Senate,
not more than two (2) from the same political party, of whom one (1) shall be
co-chair, to
be
appointed by the President of the Senate.
The
purpose of said commission shall be to study the issues relating to the Rhode
Island
Pollution
Discharge Elimination System (RIPDES), and to determine the merits of Rhode
Island
having
the delegated responsibility of maintaining the system.
The
members of the commission shall meet at the call of the chair of the Joint
Committee
on
Legislative Services. Vacancies in said commission shall be filled in like
manner as the
original
appointment.
The
membership of said commission shall receive no compensation for their services.
All
departments and agencies of the state shall furnish such advice and
information,
documentary
and otherwise, to said commission and its agents as is deemed necessary or
desirable
by the commission to facilitate its purposes.
The
Joint Committee on Legislative Services is hereby authorized and directed to
provide
suitable
quarters for said commission.
The
commission shall report its findings and recommendations to the General
Assembly
on
or before April 15, 2004 and said commission shall expire on June 15, 2004.
SECTION
5. This act shall take effect upon passage.
