SECTION 1. The Town Council of the Town of Hopkinton is hereby authorized and empowered to submit a town charter to the qualified electors of the town at the next general election in November of 2002. The form of the question or questions to be submitted shall be fixed by a resolution of the Town Council, and the warning for the election shall contain the question or questions to be submitted. From the time the election is warned and until it is held it shall be the duty of the Town Clerk to keep a copy of the proposed charter available at the office of the Town Clerk for public inspection.

SECTION 2. This act shall take effect upon passage.
