A N A C T
AMENDING THE CHARTER OF THE TOWN OF NORTH PROVIDENCE
It is enacted by the General Assembly as follows:
SECTION 1. Chapter 43 of the 2000 Public Laws entitled "An Act Amending the Charter of North Providence" is hereby repealed in its entirety:
SECTION 2. Sections 2-1-1 and 2-1-4 in Chapter 1 of Article 2 as set forth in Section 1 of Chapter 237 of the 1973 Public Laws entitled "An Act to Incorporate the Town of North Providence" are hereby amended to read as follows:
2-1-1. Number -- Selection -- Term. -- The council shall consist of seven (7) members elected at the general election in November of 1974, as provided in sections 4-1-1 and 4-1-2 of this charter, and every two years thereafter for a term of two years and until their successors are elected and qualified. Two member of the council shall be elected from each of the three districts, as now established or as may be established hereafter, and from the town at large. The council elected in November of 1972 shall continue to hold office until its term expires on January 1, 1975. from the town, two (2) from each of the three (3) districts, and one (1) member at large. Members of said council shall be elected to serve four (4) year terms, with their terms arranged in such a manner that the members elected with the most votes from each of the three (3) districts in November, 2000, shall serve a four (4) year term. The at large member and the members elected with the second most votes from each of the three (3) districts in November, 2000, shall serve a two (2) year term; their successors shall serve a term of four (4) years, commencing with the November 2002 election.
2-1-4. Compensation. - All members of the council shall be compensated at an annual salary of $1500. unless changed by ordinance but they shall receive no reimbursement for expenses. No council may increase its compensation to become effective during its own term of office nor for the next term if the ordinance is passed after the last day on which nomination papers must be filed for the primary prior to the general election at which council members are to be elected. Any increase in compensation shall not exceed 10% of the then current compensation for any term of office. Beginning with the term that commences in January of 2001, and each year thereafter, all members of the council shall be compensated at an annual salary of $8,000. Said $8,000 shall be paid as compensation and in lieu of any other benefits received by prior council members with the exclusion of any pension benefit which council members shall continue to receive simultaneously with the $8,000 annual salary. No council may increase its compensation during its own term of office and may only pass certain resolutions in compliance with applicable state laws.
SECTION 3. Section 3-1-3 in Chapter 1 of Article 3 as set forth in Section 1 of Chapter 237 of the 1973 Public Laws entitled "An Act to Incorporate the Town of North Providence" is hereby amended to read as follows:
3-1-3. Compensation. - A salary of $20,000. per year shall be paid to the mayor.
The salary of the mayor shall not be increased or decreased during his term. The council may provide by ordinance for an increase or decrease not to exceed twenty per cent for any term in the salary of the mayor provided such provision is made no later than the last day on which nomination papers must be filed for a primary election prior to the general election at which the successor mayor is to be elected.
The mayor shall be compensated for all reasonable and necessary expenses incurred in the performance of his duties provided that, within ten days after he incurs such expenses he submits to the town treasurer vouchers certifying the amount of the expenses and the reasons therefor.
A salary of $20,000 per year shall be paid to the mayor; provided, that beginning with the term commencing in January of 2001, a salary of $55,000 per year shall be paid to the mayor. The mayor shall be compensated for all reasonable and necessary expenses incurred in the performance of his duties provided that, within ten (10) days after he incurs such expenses he submits to the town treasurer vouchers certifying the amount of the expenses and the reasons therefor.
SECTION 4. This act shall take effect upon passage.
