RESPECTFULLY REQUESTING THE PUBLIC UTILITIES COMMISSION (PUC) TO | |
STUDY AND IDENTIFY ISSUES RELATED TO COMPENSATION MECHANISMS FOR | |
ELECTRIC STORAGE RESOURCES, OWNERSHIP OF STORAGE DEVICES, AND | |
CAPACITY CONNECTED TO THE ELECTRIC DISTRIBUTION OR TRANSMISSION | |

1 | WHEREAS, Carbon dioxide emissions from fossil fuels into the atmosphere have |
2 | changed the earth’s climate leading to surface temperature rise; and |
3 | WHEREAS, To reduce emissions, a transition to clean and renewable technologies is |
4 | necessary; and |
5 | WHEREAS, Wind and solar energy will provide clean energy and reduce the State's |
6 | dependency on fossil fuels; and |
7 | WHEREAS, Rhode Island, through the 2021 Act on Climate, is on a pathway to |
8 | achieving net-zero carbon emissions by 2050; and |
9 | WHEREAS, To achieve a clean energy future, new technologies must be deployed to |
10 | support the transition to safe and reliable carbon-free electricity supply; now, therefore be it |
11 | RESOLVED, That this Senate of the State of Rhode Island hereby respectfully requests |
12 | the Rhode Island Public Utilities Commission (PUC) to undertake a docket with stakeholder |
13 | participation to identify issues related to compensation mechanisms for electric storage resources, |
14 | ownership of storage services, and capacity connected to the electric distribution or transmission |
15 | system, including the incorporation of electric energy storage into existing programs and tariffs. |
16 | This study shall consider: |
17 | (1) Identification of the costs and value streams of distributed energy resources; and |
18 | (2) Identification of the costs and value streams of storage and whether storage can |

1 | participate in existing programs as a standalone or paired resource; |
2 | (3) Identification of potential market inefficiencies related to any of the resources studied; |
3 | (4) Ownership of storage products, such as capacity and energy; and |
4 | (5) Other resources that compete with storage for the services storage can provide; and be |
5 | it further |
6 | RESOLVED, That in order to support the implementation of energy storage, this Senate |
7 | requests the PUC to report whether new tariffs or programs are necessary to achieve the |
8 | following energy storage deployment goals: |
9 | • Reducing the costs of electric generation, the transmission system and the distribution |
10 | system to ratepayers; |
11 | • Facilitating the transition to a safe and reliable carbon-free electricity supply; and |
12 | • Reducing peak demand and achieving efficient management of the electric distribution |
13 | system; and be it further |
14 | RESOLVED, That this Senate further requests the PUC to adopt a framework for electric |
15 | rate tariffs to apply to energy storage systems interconnected and providing retail service to their |
16 | distribution system and targets for installed storage capacity by 2032; and be it further |
17 | RESOLVED, That this Senate also requests the PUC to report its findings and |
18 | recommendations to the Senate on or before March 1, 2023; and be it further |
19 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
20 | transmit a duly certified copy of this resolution to the Chairman of the Public Utilities |
21 | Commission. |
