RELATING TO HUMAN SERVICES -- MEDICAL ASSISTANCE

     It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 40-8 of the General Laws entitled "Medical Assistance" is hereby

amended by adding thereto the following section:

     40-8-33. Managed care hospital rates for obstetrician delivery.

     To ensure better birth experience and postpartum care for Medicaid members, the executive

office of health and human services shall implement an increase for hospitals providing birth and

postpartum care in the following ways:

     (1) Set managed care payment rates for obstetrician delivery cases to one hundred ten

percent (110%) of the Medicaid fee for service (FFS) rate;

     (2) Require that managed care payment rates in subsequent years be no less than one

hundred ten percent (110%) of the 2021 Medicaid fee for service (FFS) rate; and

     (3) Require policies that permit doulas as defined in § 27-18-87 as part of the care team.

     SECTION 2. This act shall take effect upon passage.

EXPLANATION

     This act would increase managed care hospital rates for obstetrician deliveries at one

hundred ten percent (110%) of the Medicaid fee for service (FFS) rate. The rates in subsequent

years would be no less than one hundred ten percent (110%) of the 2021 Medicaid fee for service

(FFS) rate. The act would also require policies that permit doulas as part of the care team.

     This act would take effect upon passage.
