HONORING STEVEN R. DETOY ON THE OCCASION OF HIS RETIREMENT AFTER

THIRTY YEARS OF DEDICATED SERVICE WITH THE RHODE ISLAND MEDICAL

SOCIETY

     WHEREAS, Steve DeToy has decades of experience effectively advocating on behalf of

2

physicians and their patients, making health care stronger and better in Rhode Island; and

3

     WHEREAS, Mr. DeToy always ensured that the legislature understood physician needs

4

while navigating the seismic shifts that occurred in healthcare delivery, financing, and in

5

preserving patients' choice; and

6

     WHEREAS, Mr. DeToy encouraged and led the Rhode Island Medical Society (RIMS)

7

on issues that improved Rhode Islanders' health and well-being not just those that related to

8

physician practice; and

9

     WHEREAS, On behalf of the thousands of physicians in Rhode Island, Mr. DeToy

10

worked diligently with insurers, employers, regulators, and legislators, to help arrive at consensus

11

that preserved the physician/patient relationship; and

12

     WHEREAS, Mr. DeToy served many critical roles in the American Medical

13

Association’s (AMA) policy arm, including being chosen to lead the AMA’s Advocacy Resource

14

Center Executive Committee and served on the AMA’s State Action Team for federal affairs; and

15

     WHEREAS, Mr. DeToy has served on virtually every healthcare study commission in

16

Rhode Island and retains the institutional memory to recall the who, how, when, where, and why

17

of just about any piece of health care legislation that was crafted over the last 30 years; and

18

     WHEREAS, Mr. DeToy’s leadership on healthcare issues was recognized by the RI

19

Academy of Physician Assistants with an honorary title and by the RI State Nurses Association as

their 2009 “Friend of Nursing”; and

2

     WHEREAS, Mr. DeToy’s work with the legislature, which resulted in Rhode Island

3

being the first state to pass a bill approving harm reduction centers, will pay dividends for

4

decades in saving countless lives; and

5

     WHEREAS, Mr. DeToy has been a long-standing and active member of the Board of

6

Directors for the ACLU of Rhode Island, where his insights into the protection of privacy and the

7

intersection of medical issues with civil liberties principles have been invaluable to the

8

organization in navigating complex matters of interest to the ACLU; and

9

     WHEREAS, A graduate of Providence College, Mr. DeToy spent his career in advocacy

10

and government roles, working for Congresswoman Claudine Schneider, Deputy Director of

11

Community Development for the City of Cranston, and since 1992, Director of Government and

12

Public Affairs for the Rhode Island Medical Society; and

13

     WHEREAS, Mr. DeToy’s love for health care issues and physician advocacy was

14

matched only by his love for his family, golf, his Vespa, the New England Revolution, and

15

refereeing middle and high school soccer and lacrosse (often times running into members of the

16

legislature as they cheered on their children and criticized the refereeing); and

17

     WHEREAS, Mr. DeToy will become a grandpa for the first time this summer; and

18

     WHEREAS, Mr. DeToy took his work seriously, but never took himself too seriously,

19

which always made him a pleasure with whom to work; and

20

     WHEREAS, After 30 years of tirelessly advocating for the Rhode Island Medical

21

Society, Steve DeToy will be retiring; now, therefore be it

22

     RESOLVED, That this House of Representatives of the State of Rhode Island hereby

23

honors and thanks Steven DeToy for thirty years of dedicated service with the Rhode Island

24

Medical Society; and be it further

25

     RESOLVED, That the Secretary of State be and hereby is authorized and directed to

26

transmit a duly certified copy of this resolution to Mr. Steven R. DeToy.
