RELATING TO MILITARY AFFAIRS AND DEFENSE -- NATIONAL SECURITY | |
INFRASTRUCTURE SUPPORT FUND | |

It is enacted by the General Assembly as follows: | |
1 | SECTION 1. Section 30-32-5 of the General Laws in Chapter 30-32 entitled "National |
2 | Security Infrastructure Support Fund" is hereby amended to read as follows: |
3 | 30-32-5. Military facility protection program. |
4 | (a) The purpose of this fund is to address emergent needs relating to mission sustainment, |
5 | encroachment reduction or prevention, and base retention. All funds appropriated for the purposes |
6 | of this program are eligible to be used for matching of federal funds. |
7 | (b) The specific allocation of the funds shall be determined by the commerce corporation, |
8 | after consultation with the fund's advisory board, and within the following program guidelines: |
9 | (1) To provide grants and loans to improve water, sewer, electric, gas, roads, rail systems, |
10 | runways, navigational, or security systems relating to the support of national security |
11 | infrastructures located within the state; |
12 | (2) To secure real estate and tangible property, as well as non-conservation lands, to be |
13 | used for expansion or to protect against encroachment around national security installations within |
14 | the state; |
15 | (3) To support best practices in energy efficiency savings initiatives at military facilities, |
16 | including renewable energy applications; |
17 | (4) To support innovative public/private partnerships in military facility operations, |
18 | including utility, housing, purchasing, and transportation services; and |

1 | (5) To provide grants to increase the mission-related capabilities of the national security |
2 | infrastructures located within the state; and |
3 | (6) To provide grants and loans to improve, maintain and operate Burma Road located in |
4 | Middletown and Portsmouth which is owned by the United States government. The general |
5 | assembly shall appropriate a sum of not less than fifty thousand dollars ($50,000) for an economic |
6 | impact study to substantiate any grant or loan provided by this subsection. |
7 | SECTION 2. This act shall take effect upon passage. |
