H O U S E   R E S O L U T I O N

RESPECTFULLY REQUESTING THE DEPARTMENT OF ADMINISTRATION TO

CONDUCT A STUDY ON THE TECHNICAL AND ECONOMIC OUTCOMES OF

DECARBONIZING RHODE ISLAND BY 2030, WITH THE AIM OF CREATING THE

MAXIMUM AMOUNT OF REVENUE FOR THE STATE, THROUGH A REQUEST FOR

PROPOSAL (RFP) CONTRACT NOT TO EXCEED $2,500,000

     WHEREAS, Carbon is the largest driver of climate change and is the greenhouse gas

2

most intimately integrated into our economy and way of life; and

3

      WHEREAS, The term decarbonization is defined as the reduction of carbon through

4

conversion to an economic system that sustainably reduces and compensates the emissions of

5

carbon dioxide (CO₂) with a long-term goal of creating a CO₂-free global economy; and

6

     WHEREAS, The need for incremental building blocks toward progress for

7

comprehensive climate change is essential; now, therefore be it

8

     RESOLVED, That this House of Representatives of the State of Rhode Island hereby

9

respectfully requests a study to be conducted through a request for proposal (RFP) costing no

10

more than $2.5 million to produce a report on the technical and economic outcomes of

11

decarbonizing Rhode Island by 2030, with the aim of creating the maximum amount of revenue

12

for the state. The study should analyze and include the following:

13

     1. How to generate the best possible energy efficiency in Rhode Island;

14

     2. Evaluate Vertical Axis Wind Turbines (VAWTs) for energy production;

15

     3. Evaluate micro-grids and battery energy storage for energy distribution;

16

     4. Evaluate producing extra energy for out-of-state sales;

17

     5. Determine the best public/private ratio for development, ownership, and

18

operation of energy production and distribution to create maximum state revenue;

     6. Evaluate giving annual dividends to cities and citizens; and

2

     7. Produce recommendations without harming or disrupting wilderness, habits, and

3

wildlife; and be it further

4

     RESOLVED, That this House hereby requests that the RFP be issued by September 1,

5

2022, and the study be completed by March 7, 2023, and that a copy of the final report be given

6

to the House of Representatives upon completion; and be it further

7

     RESOLVED, That the Secretary of State be and hereby is authorized and directed to

8

transmit a duly certified copy of this resolution to the Honorable Daniel McKee, Governor of the

9

State of Rhode Island, and Michael DiBiase, Director of the Rhode Island Department of

10

Administration.
