RECOGNIZING AND CONGRATULATING JOSEPH J. FLAHERTY ON BEING THE 2022 | |

1 | WHEREAS, Given annually, the National Correctional Industries Association (NCIA) |
2 | presents a Rodli Award in order to recognize "individuals whose extraordinary skill and |
3 | leadership in their respective programs improve Correctional Industries as a whole." The 2022 |
4 | recipient of this prestigious honor is Joseph J. Flaherty; and |
5 | WHEREAS, Mr. Flaherty attained his Bachelor of Science in Business Administration |
6 | from Bryant College and an Associate's degree in Criminal Justice from the Community College |
7 | of Rhode Island. Since 2001, he has served as the Associate Director of the State of Rhode Island |
8 | Department of Corrections: Correctional Industries, and currently holds the distinction of being |
9 | the longest serving CI Director in the country; and |
10 | WHEREAS, In his capacity as Associate Director, Mr. Flaherty is responsible for |
11 | oversight of the entire operation of Correctional Industries which includes dozens of employees |
12 | and hundreds of inmates, as well as interconnecting with myriad state departments and officials in |
13 | order to facilitate and promote the manufacture, sale, and delivery of the products and services |
14 | provided by the Correctional Industries program. In addition, he determines the future direction |
15 | and development of the program's products; and |
16 | WHEREAS, During his tenure with the Correctional Department, Mr. Flaherty created |
17 | myriad partnerships with Rhode Island's colleges and universities, provided significant training |
18 | for professionals in the industry, facilitated production and sales growth within the State's |
19 | Correction Industries Department, and has advanced the program's financial self-sufficiency; and |

1 | WHEREAS, Professionally, Mr. Flaherty has a longstanding association with the NCIA. |
2 | For twelve years, he was the Regional Appointee for the Northeast on the organization's Board of |
3 | Directors, served two terms as the at-large appointee, four years as Chair of the NCIA Audit |
4 | Committee, and has been the long-term Regional Chair of the Northeast; and |
5 | WHEREAS, Highly respected by his peers, Mr. Flaherty was honored with a 2019 Neil J. |
6 | Houston, Jr. Memorial Award, which is given "to individuals who have been leaders in the |
7 | criminal justice system in Rhode Island"; and |
8 | WHEREAS, Joe Flaherty has consistently demonstrated excellence and dedication to |
9 | developing and implementing solutions for the improvement of the Rhode Island Correctional |
10 | Department's Industries operations and has advanced opportunities for long-term inmate reentry |
11 | success; now, therefore be it |
12 | RESOLVED, That this House of Representatives of the State of Rhode Island hereby |
13 | recognizes and congratulates Joseph Flaherty on being the 2022 Rodli Award recipient. We can |
14 | think of no one who deserves this distinction more than Mr. Flaherty and wish him continued |
15 | success and the very best of health; and be it further |
16 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
17 | transmit a duly certified copy of this resolution to Mr. Joseph Flaherty. |
