H O U S E   R E S O L U T I O N

RECOGNIZING AND HONORING JEANNE BOYLE, COMMERCE DIRECTOR FOR THE

CITY OF PAWTUCKET, ON THE OCCASION OF HER RETIREMENT

     WHEREAS, Jeanne Boyle's career as a planning and economic development professional

2

has spanned forty years and has had a positive and far-reaching economic impact on the cities of

3

Pawtucket and East Providence, and the State of Rhode Island; and

4

     WHEREAS, Preparing for future excellence, Ms. Boyle graduated from Williams

5

College and the New York University Graduate School of Public Administration, and was a

6

student in the Harvard Kennedy School's Executive Education Program; and

7

     WHEREAS, In 1987, Ms. Boyle began her professional career as Principal Planner in the

8

City of East Providence. In 1990, she became the Planning Director, a position she held until

9

2017; and

10

     WHEREAS, During her tenure as Director, Ms. Boyle secured millions of dollars in state

11

and federal grant funds leading to numerous infrastructure improvements and new job

12

opportunities within the City. In addition, she oversaw the planning and execution of the City's

13

first Comprehensive Plan as well as several updates over the years, and oversaw the development

14

and industry expansions including Kettle Point, Tockwotton on the Waterfront, Rumford Center,

15

IGUS, Eaton Aerospace and Forbes Street Solar Array which had a significant and positive

16

impact on the City's economy and quality of life; and

17

     WHEREAS, Most recently, over the past four years, Ms. Boyle has served as the City of

18

Pawtucket's first Commerce Director, where she has helped "to guide the City's economic

19

development efforts, administered economic and job creation programs, and assisted in the

attraction of new businesses and retention of existing businesses"; and

2

     WHEREAS, In addition, Ms. Boyle also serves the City as the Executive Director of the

3

Pawtucket Redevelopment Agency, where her experience and knowledge have vastly contributed

4

to the completion of numerous initiatives including the Tidewater Landing Project, the

5

Downtown Pawtucket 'Super TIF' legislation and the Conant Thread TOD and Transit Hub; and

6

     WHEREAS, In addition, during the months of devastating economic effects from the

7

COVID-19 pandemic, Ms. Boyle established the Pawtucket Business Development Corporation

8

(PBDC) COVID-19 Relief Loan Program in order to provide relief and assistance to the City's

9

small businesses; and

10

     WHEREAS, Professionally, Ms. Boyle has served on numerous boards and committees

11

and was honored and commended for her diligent economic development efforts with the Rhode

12

Island Public Expenditure Council's 2014 Robert M. Goodrich Public Service Award and the

13

Rhode Island-American Planning Association's Distinguished Leadership Award; now, therefore

14

be it

15

     RESOLVED, That this House of Representatives of the State of Rhode Island honors and

16

thanks Jeanne Boyle for her dedicated and conscientious service to the people of Pawtucket, East

17

Providence, and the State, and wishes her good health and much future happiness in her well-

18

deserved retirement; and be it further

19

     RESOLVED, That the Secretary of State be and hereby is authorized and direct to

20

transmit a duly certified copy of this resolution to Jeanne Boyle.
