HONORING LEO D. COVAS, ESQ., FOR HIS YEARS OF DEDICATED SERVICE TO THE

RHODE ISLAND GENERAL ASSEMBLY

     WHEREAS, Leo David Covas was born on March 24, 1952. Many of his early years and

2

education were in the State of Florida until returning to Rhode Island where he attended

3

Providence College. He continued his education, earning his Juris Doctor, Cum Laude, from

4

Suffolk University Law School; and

5

     WHEREAS, For many years, Leo made his home in the Town of Coventry where, from

6

1984 through 1990, he maintained a private practice through the Law Office of Leo Covas. From

7

1982 through 1990, he also practiced through law offices in East Providence. He had

8

subsequently worked at Connors and Kilguss Law Firm in Providence and at Grilli and DiMaio

9

Law Firm; and

10

     WHEREAS, To the good fortune of the General Assembly, Leo joined the staff of

11

Legislative Council on February 1, 1988, as a full-time Legislative Legal Counsel. Over the

12

years, his expertise and experience guided many of the newer lawyers in the office, and he was

13

promoted to the position of bill drafting supervisor, overseeing bills before they were introduced

14

on the floor; and

15

     WHEREAS, During his tenure in Legislative Council, Leo assisted in revamping the

16

Workers' Compensation System, an arduous and major accomplishment. In 2001, he shortened

17

his work hours to part-time, but continued to be one of the office's premiere reviewers, and in

18

April of 2021, he retired; and

19

     WHEREAS, Leo is a member of numerous profession organizations including, the Rhode

Island Bar, the Pawtucket Bar Association, Phi Alpha Delta Fraternity and was a former member

2

of the RI Trial Lawyers Association; and

3

     WHEREAS, Leo now makes his home in North Providence with his ever faithful

4

companion, Nieko, a rambunctious and adorable rescue pup. He also recently became Captain

5

and owner of "Ledge Counsel" a power boat he docks in Cranston; and

6

     WHEREAS, Leo's retirement has left very big shoes to fill in Legislative Council and he

7

is surely missed by all; now, therefore be it

8

     RESOLVED, That this Senate of the State of Rhode Island hereby recognizes and thanks

9

Leo Covas for his diligent efforts in service to the General Assembly and the State of Rhode

10

Island. We moreover wish him much happiness and fulfillment; and be it further

11

     RESOLVED, That the Secretary of State be and hereby is authorized and directed to

12

transmit a duly certified copy of this resolution to Mr. Leo D. Covas.
