	RELATING TO HEALTH AND SAFETY -- RHODE ISLAND RESOURCE RECOVERY
	CORPORATION

	It is enacted by the General Assembly as follows:
1	SECTION 1. Chapter 23-19 of the General Laws entitled "Rhode Island Resource
2	Recovery Corporation" is hereby amended by adding thereto the following section:
3	23-19-43. Tipping fees -- Waiver for local watershed councils.
4	(a) Beginning July 1, 2021, the Rhode Island resource recovery corporation shall waive
5	tipping fees for solid waste collected by local watershed councils established and recognized by the
6	Rhode Island rivers council, pursuant to § 46-28-8, provided that:
7	(1) The waste was collected after being improperly disposed of in public areas; and
8	(2) The waste was not collected in areas that normally fall under municipal or state
9	responsibility.
10	(b) The Rhode Island resource recovery corporation shall coordinate implementation of
11	this section and may promulgate rules or regulations for such purposes.
12	SECTION 2. This act shall take effect upon passage.

1	This act would require Rhode Island resource recovery corporation to waive tipping fees
2	for solid waste collected by local watershed councils established and recognized by the Rhode
3	Island rivers council, provided the waste was collected after being improperly disposed of in public
4	areas; and the waste was not collected in areas that normally fall under municipal or state
5	responsibility.
