RELATING TO EDUCATION

     It is enacted by the General Assembly as follows:

     SECTION 1. Title 16 of the General Laws entitled "EDUCATION" is hereby amended by

2

adding thereto the following chapter:

CHAPTER 110

4

CONCURRENT ENROLLMENT COURSES FOR STUDENTS ENROLLED IN WORLD

5

LANGUAGE COURSES

     16-110-1. Title.

7

     This chapter shall be known and may be cited as "Concurrent Enrollment Courses for

8

Students Enrolled in World Language Courses".

     16-110-2. Definitions.

10

     For purposes of this chapter:

11

     (1) "State university" means a state institution of higher education that offers courses

12

leading to a bachelor's degree.

13

     (2) "World language student" means a student who:

14

     (i) Passed a world language advanced placement exam;

15

     (ii) Passed a world language international baccalaureate exam;

16

     (iii) Completed a dual or concurrent enrollment college course in the language at fourth

17

semester level; or

18

     (iv) Demonstrated proficiency at or above the Rhode Island silver seal of biliteracy level

19

(Intermediate mid on the ACTFL scale); and

     (v) Is enrolled in grades ten (10), eleven (11) or twelve (12).

     16-110-3. Implementation.

     (a) The Rhode Island department of education (RIDE) shall partner with all state

4

universities to develop age-appropriate upper division world language courses for accelerated

5

world language students that:

     (1) Allow an accelerated world language student to earn credit concurrently, towards high

7

school graduation and at a state institution university;

8

     (2) Provide credit for a world language course offered by a state university; and

9

     (b) The course set forth in subsection (a) of this section shall be provided to students

10

enrolled in any public schools that opt into the program.

     SECTION 2. This act shall take effect upon passage.

BY THE LEGISLATIVE COUNCIL

     This act would establish the concurrent enrollment courses for students enrolled in

2

accelerated world language courses thereby allowing the students to earn credits towards a degree

3

at a state university while contemporaneously earning credits towards a high school diploma.

4

     This act would take effect upon passage.
