H O U S E   R E S O L U T I O N

RESPECTFULLY REQUESTING THE RI OFFICE OF THE POSTSECONDARY

COMMISSIONER (RIOPC) TO DEVELOP A POST-GRADUATE CERTIFICATE IN

DYSLEXIA KNOWLEDGE AND PRACTICE

     WHEREAS, The International Dyslexia Foundation estimates that between 15 percent

2

and 20 percent of the US population have a language-based learning disability, with dyslexia

3

being the most common. This means that 1 in 5 children could potentially struggle with dyslexia;

4

and

5

     WHEREAS, While dyslexia is a lifelong learning disability, early, intensive, and

6

systematic intervention can help a student keep up and retain their grade level in school; and

7

     WHEREAS, Early evaluation and intervention can also minimize the negative effects

8

dyslexia can have, such as low self-esteem and poor self-concept as a learner; and

9

     WHEREAS, Currently, many Rhode Island teachers and other professionals are not

10

adequately prepared to identify and support students with dyslexia; and

11

     WHEREAS, A post-graduate certification program that teaches effective intervention and

12

effective assessment of children with dyslexia will enable current and future educators and

13

practitioners to develop the knowledge and skills necessary to provide individualized

14

interventions for their students with dyslexia; now, therefore be it

15

     RESOLVED, That this House of Representatives of the State of Rhode Island hereby

16

respectfully requests the RI Office of the Postsecondary Commissioner to develop a graduate

17

certificate in dyslexia knowledge and practice and report back with its findings and

18

recommendations by June 10, 2021, and be it further

19

     RESOLVED, That the Secretary of State be and hereby is authorized and directed to

transmit a duly certified copy of this resolution to Shannon Gilkey, Ed.D., Rhode Island

2

Postsecondary Commissioner.
