H O U S E   R E S O L U T I O N

CREATING A SPECIAL LEGISLATIVE COMMISSION TO EXAMINE THE STATE'S

GROWING HOME SCHOOL POPULATION AND PROVIDE RECOMMENDATIONS TO

ENSURE THAT ALL STUDENTS HAVE ACCESS TO ALL AVAILABLE SERVICES IN

ORDER TO MAXIMIZE THEIR EDUCATION

     RESOLVED, That a special legislative commission be and the same is hereby created

2

consisting of eleven (11) members; four (4) of whom shall be members of the House of

3

Representatives, not more than three (3) from the same political party, to be appointed by the

4

Speaker of the House; one of whom shall be the Rhode Island Commissioner of Elementary and

5

Secondary Education, or designee; one of whom shall be the State Coordinator for the Rhode

6

Island Guild of Home Teachers (RIGHT), or designee; one of whom shall be a member of a

7

Rhode Island Town School Committee, to be appointed by the President of the Rhode Island

8

Association of School Committees; one of whom shall be a member of a Rhode Island City

9

School Committee, to be appointed by the President of the Rhode Island Association of School

10

Committees; two (2) of whom shall be parents of home schooled students, one of whom shall

11

reside in a Rhode Island city, and one of whom shall reside in a Rhode Island town, to be

12

appointed by the Speaker; and one of whom shall be the President of the Rhode Island

13

Association of School Principals, or designee.

     In lieu of any appointment of a member of the legislature to a permanent advisory

15

commission, a legislative study commission, or any commission created by a General Assembly

16

resolution, the appointing authority may appoint a member of the general public to serve in lieu

17

of a legislator, provided that the majority leader or the minority leader of the political party which

18

is entitled to the appointment consents to the appointment of the member of the general public.

     The purpose of said commission shall be to examine the State's growing home school

2

population and provide recommendations to ensure that all students have access to all available

3

services in order to maximize their education.

     Forthwith upon passage of this resolution, the members of the commission shall meet at

5

the call of the Speaker of the House and organize and shall select, from among the legislators, a

6

chairperson.

     Vacancies in said commission shall be filled in like manner as the original appointment.

8

     The membership of said commission shall receive no compensation for their services.

     All departments and agencies of the state shall furnish such advice and information,

10

documentary and otherwise, to said commission and its agents as is deemed necessary or

11

desirable by the commission to facilitate the purposes of this resolution.

     The Speaker of the House is hereby authorized and directed to provide suitable quarters

13

for said commission; and be it further

14

     RESOLVED, That the commission shall report its findings and recommendations to the

15

House of Representatives no later than January 4, 2022, and said commission shall expire on

16

April 4, 2022.

     This resolution would create an eleven (11) member special legislative commission

2

whose purpose it would be to examine the State's growing home school population and provide

3

recommendations to ensure that all students have access to all available services in order to

4

maximize their education, and who would report back to the House of Representatives no later

5

than January 4, 2022, and whose life would expire on April 4, 2022.
