It is enacted by the General Assembly as follows: | |
1 | SECTION 1. Chapter 42-61 of the General Laws entitled "State Lottery" is hereby |
2 | amended by adding thereto the following section: |
3 | 42-61-19. Instant ticket scratch off game pilot program. |
4 | (a)(1) The director shall establish and is hereby authorized to promulgate rules and |
5 | regulations necessary to create an instant ticket scratch off game pilot program for the purposes of |
6 | benefiting Rhode Island veterans and dependents of qualified service members. |
7 | (2) The instant ticket scratch off game pilot program shall expire on December 31, 2022. |
8 | Instant ticket scratch off game pilot program tickets shall be made available for sale during the |
9 | following months: |
10 | (i) May, to honor Memorial Day; and |
11 | (ii) November, to honor Veterans' Day. |
12 | (b) Instant ticket scratch off game pilot program restricted receipt account. The director |
13 | shall deposit all profits received from the sale of tickets pursuant to this section into a restricted |
14 | receipt account to support Rhode Island veterans and dependents of qualified service members. |
15 | Funds deposited pursuant to this section shall be distributed in accordance with procedures adopted |
16 | by the division and the office of veterans' affairs. |
17 | (c) Funds remaining unspent following the expiration of the instant ticket scratch off game |
18 | pilot program shall remain in the restricted receipt account and shall not revert to the general fund. |
19 | (d) On or before December 31, 2022, the director of the state lottery shall submit to the |

1 | governor, the speaker of the house, and the president of the senate recommendations as to the |
2 | continuation of this section and unless extended, the provisions of this section shall cease on |
3 | December 31, 2022. |
4 | SECTION 2. This act shall take effect upon passage and shall expire on December 31, |
5 | 2022. |
