HONORING JOY HEARN FOR HER SERVICE TO THE PEOPLE OF THE STATE OF | |
RHODE ISLAND AS A MEMBER OF THE RHODE ISLAND HOUSE OF | |
REPRESENTATIVES AND THE BARRINGTON TOWN COUNCIL | |

1 | WHEREAS, To the immense good fortune of the people of Barrington and East |
2 | Providence, Joy Hearn chose a life path that would eventually lead to a vocation in public service. |
3 | On November 4th of 2008, she was elected to the Rhode Island House of Representatives, |
4 | representing District 66, and in 2018, she was elected to the Barrington Town Council; and |
5 | WHEREAS, Joy Hearn lent her expertise and unique insights to myriad legislative |
6 | committees. During her legislative career she served as a member of the House Committee on |
7 | Finance and the House Committee on Municipal Government; and |
8 | WHEREAS, As a strong voice on education, Joy Hearn was instrumental in enacting |
9 | legislation that allocated funds for full-day kindergarten, supported the creation and execution of |
10 | the state’s education funding formula, and as Co-Chair of the Special Legislative Commission to |
11 | Study the Purchase of Textbooks in Public Schools. In addition, she was a driving force behind |
12 | campaign finance reform, sponsored numerous pro-business initiatives and worked tirelessly on |
13 | the Long Term Care Act, which provides greater protections for residents of nursing homes; and |
14 | WHEREAS, Joy Hearn’s commitment to the community includes two years of honorable |
15 | and meritorious service on the Barrington Town Council and membership on numerous local |
16 | organizations including as a Board member of TAP IN., a member of Barrington Congregational |
17 | Church, a member of the Coast Guard Auxiliary, and the past President of the Barrington |
18 | Education Foundation; and |
19 | WHEREAS, Joy Hearn is a graduate of Barrington public schools and attained her |

1 | Bachelor of Arts degree from the State University of New York at Geneseo. She is married to |
2 | Frank Hearn and together they have two children, Sam and Hannah; and |
3 | WHEREAS, Currently, Joy Hearn is a library assistant at Barrington High School. She |
4 | had previously served as a transportation planner for the Executive Office of Transportation and |
5 | Construction in Massachusetts; and |
6 | WHEREAS, Joy Hearn's abiding leadership and outstanding services on behalf of the |
7 | citizens of Rhode Island will long be praised, and we know that in all her future endeavors she |
8 | will continue to provide strong advocacy for all Rhode Islanders; now, therefore be it |
9 | RESOLVED, That this House of Representatives of the State of Rhode Island hereby |
10 | joins the family and many friends of Joy Hearn in recognizing and celebrating her inspirational |
11 | career of service to the people of Rhode Island. We, moreover, wish her continued success, |
12 | happiness and fulfillment; and be it further |
13 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
14 | transmit a duly certified copy of this resolution to the Honorable Joy Hearn. |
