COMMEMORATING JANUARY OF 2020 AS "RHODE ISLAND SLAVERY AND HUMAN | |
TRAFFICKING PREVENTION MONTH" IN THE STATE OF RHODE ISLAND | |

1 | WHEREAS, Human trafficking, as recognized and defined by the United Nations in the |
2 | "Trafficking Protocol" is the "recruitment, transportation, transfer, harboring or receipt of |
3 | persons, by means of threat or use of force or other forms of coercion, of abduction, of fraud, of |
4 | deception,…for the purpose of exploitation." Exploitation can include forced prostitution and |
5 | other forms of sexual exploitation as well as forced labor. Women and children are particularly |
6 | vulnerable to being exploited in these ways; and |
7 | WHEREAS, It is estimated that 25 million people are currently the victims of human |
8 | trafficking and are being used as slaves in some capacity. The International Labour Office (ILO), |
9 | estimates that human trafficking generates approximately $150.2 billion dollars in profit; and |
10 | WHEREAS, President Donald J. Trump promulgated a number of initiatives to combat |
11 | human trafficking. He proclaimed January of 2020 to be National Slavery and Human Trafficking |
12 | Prevention Month. He also signed initiatives that contributed $25 million to the Global Fund to |
13 | End Modern Slavery, and provided for enhanced collaboration amongst nations and their law |
14 | enforcement and other community and business organizations in order to dismantle transnational |
15 | criminal organizations that are involved in human trafficking activities; now, therefore be it |
16 | RESOLVED, That this House of Representatives of the State of Rhode Island and |
17 | Providence Plantations hereby commemorates the month of January, 2020, as "National Slavery |
18 | and Human Trafficking Prevention Month" in the State of Rhode Island; and be it further |
19 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |

2 | Trump, the Governor of the State of Rhode Island, Gina M. Raimondo, and the Secretary-General |
